INTERNATIONAL COMPETITIVE BIDDING (ICB)

For

Procurement of License for Salaam Backup Firewall

IFB No: MCIT-AFTEL/ICB/G-006/99

1. Afghan Telecom Corporation intends to apply a contract from Afghan Telecom budget for the Procurement of License for Salaam Backup Firewall.
2. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the Procurement Law and Procurement Procedure of Afghanistan, and are open to all bidders from Eligible Source Countries as defined in the Bidding Documents.
3. Interested eligible bidders may download bid document in English version from MCIT and NPA Websites: www.mcit.gov.af & www.npa.gov.af 

4.    Qualifications requirements include:

1. Financial Capability:

Bidders shall include a bank statement or an unconditional line of credit or any other reputable documents indicating their financial status and ability to perform the contract with minimum cash flow amount of USD $ 72,000.00 (US Dollar Seventy two Thousand) or equivalent amount. The issue date of any documents demonstrating this requirement shall be between the date of announcement of this bidding documents and the deadline for submission of bids.

2. Experience and Technical Capacity:

The experience required to be demonstrated by the Bidder should include as a minimum that he has executed during the last five (5) years the following: Bidders must provide evidence of having completed at least one similar project as prime contractor within the last five years with minimum value of US$ 173,000.00 (US Dollar One Hundred, Seventy three Thousand) and/

Or at least two similar projects as prime contractor within the last five years with minimum value of US $288,000.00 (US$ Two Hundred and Eighty eight Thousand).

3. Average Annual Services Turnover:

Submission of financial audit report demonstrating minimum average annual turnover of at least US$ 320,000.00   (US Dollar Three Hundred Twenty Thousand USD) calculated as total certified payments received for contracts in progress or completed within the last 5 years.

5. Bids must be delivered to the address below on 15th October 2020, 10:00 AM (Kabul local Time). Electronic bidding will not be permitted. Late bids will be rejected unopened. Bids will be opened immediately after the deadline of bid submission at the same place of bid submission in the presence of the bidders’ representatives who choose to attend in person at the address below at the afore-mentioned date and time
