Vision :
The vision of the Ministry of Communication and IT is to transform Afghanistan into technology Information Society.
Priorities of MCIT:
• To deliver the Telecom, IT and postal services to remote areas throughout the country
• To supply high speed internet to the people in Afghanistan
• To design, develop and deploy the technical platform of the National Identity Card (NID) and provide ide technical assistance to the relevant agencies on the successful implementation of project"
• To extend the fiber optic network in the country
• To replace the existing analogue television (TV) broadcasting systems by digital TV broadcasting systems in the country and tighten regulations for broadcasting companies
• To enhance the capacity of the Afghan government by introducing the concept of e-Government and encourage all the ministries to integrate ICT within their main work
Job Summary
The main objective of this assignment is to support MCIT Minister in achieving overall IT related objectives of the ministry. The Advisor will be required to advise the minister in advancement of information technology in the country. Review and establish IT policies and systems to support the implementation of strategies set by the management to ensure IT systems are effective and functioning.

Duties and Responsibilities
The incumbent will perform the following duties but not limited to:
• Develop long-term Strategic plan for IT sector in the country as well as tactical plans;
• Carry out risk assessment of the information technology sector and prepare mitigation plan for it;
• Report updates on timely basis to the Minister any other relevant authority;
• Coordinate with relevant authorities/stakeholders when and where needed;
• Provide substantive inputs and analysis towards the preparation and coordination of briefing notes and background materials on the policies, strategies, work plans etc and report to the Minister;
• Develop and implement a management tracking system and process to allow effective management of the IT projects execution and provide report to the Minister on regular basis;
• Provide support in communications and coordination to the Minister. This includes working collaboratively to take initiatives, assess the issues and implications and develop & execute plans to support the IT Sector.
• Oversee all technology operations (e.g. network security) and evaluate them according to established goals
• Devise and establish IT policies and systems to support the implementation of strategies set by upper management
• Provide expert advice and support when systems are being upgraded or installed, or when there are conversions or file maintenance
• Oversee the development and enhancement of systems and integrating new systems with those existing
• Working with staff to develop plans and strategies so client services can be enhanced, user effectiveness improved and innovation encouraged
• Any other duties assigned by the Minister.

Skills
• Good Analytical and research Skills;
• Strong verbal and written communication skills;
• Good diplomatic and negotiation skills;
• Ability to write clearly and convincingly, adapting style/content to different audiences. Familiarity with, and ability to fully utilize current knowledge management technologies and social media-based systems;
Qualifications
Education:
• Bachelor’s Degree in Information and Telecommunication, Business Administration, or Public Administration or similar discipline. Master’s degree and Ph.D is preferred.
Experience:
• With master’s degree minimum 5 years of experience and with bachelor’s degree minimum 10 years relevant professional experience is required;
Competencies & knowledge:
• Knowledge of GSM/CDMA network is required;
• Proven experience of building a new organization and leading it to the success;
Language Requirements:
• Fluency in English, and proficiency in Pashto and Dari.
• Knowledge of government rules and procedures with concentration in ICT sector policies, laws and regulations is required;
