Real Time Data Management System (RTDMS) Background:
Based on the Afghan Government telecom service law, all telecom services are subjected to 10% service fees collecting thorough all telecom and internet service providers in the country. In order to implement the law MOF, MCIT and ATRA have been assigned the task to establish a Real Time Data Management System for the purpose of transparency in controlling the 10% Service Charge deduction and collection throughout the country, and to report ICT sector revenue .In order to realize the actual real-time requirement for 10% tax deduction and revenue assurance, The System should have online interface with all operators to get the voucher card (VC) recharge/any recharge message from Operators Billing, Core ,Value Added Services (VAS) systems whenever subscriber do top-up or recharge then operators systems should also send online message to MoF/MCIT RTDMS /RA System.The system should be designed based on VC recharge/Online top up flow of Operators and then should produce interface document to get the online recharge transactions from each operators billing system and record into RTDMS/RA System.
Job Summary
We are looking for a system analyst to implement and improve our software systems. You will analyze system requirements and address any relevant problems. You will also perform standard testing and provide solutions to ensure high levels of performance and security.
As a system analyst, you will be joining a team of IT experts and developers who are passionate about new IT systems, software development and different programming languages. If you are also interested in discovering and implementing new features, we would like to apply for the position.
Ultimately, you should be able to translate our internal and external clients’ needs into new high quality software systems.

Duties and Responsibilities
• Examine and evaluate current systems
• Identify system requirements
• Discuss workflow processes and procedures with upper management
• Determine where improvements in the workflow and computer systems can be made
• Learn and read technical materials to develop and design new programs that fit a client’s needs
• Test and maintain all workflow systems, analyzing and documenting results
• Presenting frequent progress reports
• Liaise with users to track additional requirements and features
• Document interfaces between systems application
• Collaborate with IT team and developers to produce new systems
• Validate changes by testing programs
• End User communication including major changes and scheduled system maintenance.
• User account maintenance.
• Ensure that the end user community are aware and comply with current corporate IT procedures ensuring updates are communicated.
• Provide first / second level application support for applications to the end-user
• Train users on the new operation systems and provide support
• Ensure deadline and budget requirements are met
• Increase business systems efficiency
• Stay up-to-date with current technologies and technical developments
Skills
• Proven work experience as a system analyst
• Hands on experience with software development and documentation
• Solid knowledge of business information systems
• Working knowledge of SAP business software applications

• Master’s Degree in computer/information science or Statistics or Math degree with extensive experience in IT and/or computer programming
• Knowledge of Java, C++, C#, SQL, UML, SAP and any other applicable development software
