The Ministry of Communications and Information Technology (MCIT) of the Government of Afghanistan (“Government”) seeks to hire a qualified individual consultant (“Consultant”) to design and specify technical components and the operating model, and prepare all required documents to set up a service delivery platform (SDP) to initiate and expand mobile Government (“mGov”) services in Afghanistan.
