Tender Document for Utilization of the Afghanistan Satellite Orbital Slot license

 Afghanistan has launched an international competitive tender for a single license to position and operate a communications satellite at the ITU-allocated geostationary orbital position for Afghanistan (50oE) and/or associated planned frequencies. 

The Ministry of Communications and Information Technology (MCIT) is responsible for information communication technology (ICT) development throughout Afghanistan. In order to facilitate rural ICT development and improve access to telecommunications services, MCIT has taken a decision to license its ITU-allocated geostationary orbital position (50oE) and/or associated planned frequencies, by virtue of an international competitive tender that will be conducted by the Afghanistan Telecom Regulatory Authority (ATRA).

This satellite licensing initiative provides an opportunity for the commercial satellite communications industry to competitively access the regional satellite capacity market while meeting basic Afghanistan government telecommunications requirements.

Proponents should note that the provisioning of earth terminals is not included as a requirement under this Tender.
