The goals and mandate set for MCIT for the upcoming 5 years are:

·        To provide guidance and strategic direction on access to public information, postal service, telecommunication, information and communication technology and digital media;

·        To transform the existing manual, time-consuming and costly government procedures into more efficient electronic processes;

·        To facilitate the private sector development and attraction through provision of required government based services and support for ensuring their inclusion in digital economy;  

·        Facilitate digital connectivity, Internet and cost-effective access to information and communications infrastructure and services throughout the country; 

·        Promote the utilization of ICT as a cross-cutting issue in all sectors, to enhance the accelerated socio-economic growth and development through dissemination of public information and provision of innovative information and communication technologies;

·        Formulate and implement policies of postal public services, electronic public services, and information technology and communication technology;

·        To guide, deliver and supervise the information services, new technology, communication and postal services to Government ministries and departments, both locally and externally;

·        Facilitate and reduce the administrative burdens to attract investments, both domestic and foreign and promote the creation of jobs;

Job Summary:

The Legal Specialist will work under direct supervision of the Afghan Post Director and ministry legal board and report on his activities/accomplishment directly to the director, projects coordinator and minister office; He/she will perform the following duties but not limited to:

·        Assist the Afghan Post director in legal issues and assure that the proceedings are in compliance with the requirements of the legislation and legal system of Afghanistan;

·        Assist the legal team of the ministry in day-to-day activities and provide active and regular support on all outstanding legal issues of the ministry;

·        He/She will be responsible for reviewing the legal material and any other relevant documents of the Afghan Post and other ministry department instructed by the Afghan post director, Legal Advisor or minister office;

·        Primarily responsible for providing high quality advice to the organization or the client on major legal issues and problems as well as finding resolutions;

·        To provide assistance and advice on different legal issues and assist in drafting legal opinions, memoranda and other briefing documents;

·        Provide the much needed legal assistance while dealing with some particular legal tasks, litigations, contracts, dispute resolution and guide the Organization on taking an appropriate decision;

·        Acquire legal opinions of the Ministry of Justice in terms of all legal issues and proceedings of amendments, laws etc.

·        Prepare briefs and note discussion on cabinet, Minister Council and other issues to the Minister Office, Afghan post director and attend the meeting whenever required or introduced by the ministry.

·        Assist the management in identifying, formulating, and communicating strategic policies, procedures and controls to ensure that any exposure to legal risk is effectively managed;

·        Advice the management on conflicts of interest, agreements, claims and advising action to be taken to avoid or minimize disputes and litigation;

·        Provide technical inputs including but not limited to legal analysis, drafting of laws, policies and development of procedures, mutual agreements and contracts;

Any other duties assigned by the management.

Education:

  • University degree in law, Political Sciences or any other relevant field.

Experience:

  • Minimum 5 years relevant professional experience is required with government or international agencies.

Skills & Competencies:

  • Experience with International agencies and government is preferable;
  • Sound knowledge of Afghanistan laws rules and regulations;
  • Ability to learn quickly, strong self-training readiness.
  • Must be self-starter with excellent demonstrated teamwork skills.
  • Strong written and oral communication skills in English;
  • Ability to coordinate a team and different stakeholders in a complex work environment.
