The goals and mandate set for MCIT for the upcoming 5 years are:

·        To provide strategic leadership and supervision in ICT, Information and National Guidance for sustainable development;

·        To provide guidance and strategic direction on access to public information, postal service, telecommunication, information and communication technology and digital media;

·        To transform the existing manual, time-consuming and costly government procedures into more efficient electronic processes;

·        To facilitate the private sector development and attraction through provision of required government based services and support for ensuring their inclusion in digital economy;  

·        Facilitate digital connectivity, Internet and cost-effective access to information and communications infrastructure and services throughout the country; 

·        Promote the utilization of ICT as a cross-cutting issue in all sectors, to enhance the accelerated socio-economic growth and development through dissemination of public information and provision of innovative information and communication technologies;

·        Formulate and implement policies of postal public services, electronic public services, and information technology and communication technology;

·        To guide, deliver and supervise the information services, new technology, communication and postal services to Government ministries and departments, both locally and externally;

·        Facilitate and reduce the administrative burdens to attract investments, both domestic and foreign and promote the creation of jobs;

Job Summary:

The IFS Economic Analyst will work under direct supervision of the IFS Project Manager and report on his activities/accomplishment directly to the IFS Project Manager, Projects Coordinator, Post Director and minister office. He/she will perform the following duties but not limited to:

·        Compile, analyse, and report data to explain economic phenomena and forecast market trends;

·        Analyse the financial models of projects to ensure that the projects are affordable financially sound and sustainable with appropriate risk allocation;

·        Recommend actions by analysing and interpreting data and making comparative analyses; study proposed changes in methods and materials;

·        Performing comprehensive risk valuation matrix for all project risks;

·        Perform financial forecasting and analyse financial data;

·        Conduct research on:

        a. Market Risk (i.e. demand cost of alternate sources);

       b. Political risk;

       c. Financial risks;

        d. Environmental risks;

  e. Force majeure risk.

·        Formulate recommendations, policies, or plans to solve economic problems or to interpret markets;

·        Study the socioeconomic impacts of IFS, such as proposed legislation, taxes, services, and regulations;

·        Develop economic guidelines and standards and prepare points of view used in forecasting trends and formulating economic policy;

·        Conduct research, gathers, and interprets data on the conditions of the economy;

·        Perform surveys to find out and analyse employment statistics, income facts, and supply and demand of labour, tax revenues and insurance rate structures;

·        Do economic predictions by making use of econometric techniques;

·        Assist the cost of money, rate of return, rate structure and all the other economic consideration of the industry;

·        Providing economic advice and recommendations;

·        Monitoring and forecasting Afghanistan and foreign economic performance;

·        Developing financial models and providing financial forecasts;

·        Developing initiatives and policies that may improve financial growth;

·        Researching, analysing, interpreting, and gathering data on the present economic status;

·        Studying and understanding the economy of different nations and supervising the smooth visit of professionals to the country;

Any other duties assigned by IFS Project Manager and Afghan Post director.

Education:

  • Advance University Degree (Master’s or bachelor’s) in banking and finance, economics, business administration, or any other relevant field.

Experience:

  • With master’s and bachelor’s degree minimum 5 years relevant professional experience is required with government or international agencies.

Skills & Competencies:

  • Experience and knowledge of proposal writing, policy development and analysis;
  • Ability to provide vision, anticipates problems, and offer problem resolution;
  • Ability to plan, develops, and evaluates programs.

Language Requirements:

Fluency in English, and proficiency in Pashto and Dari.
