Ministry of Communications and Information Technology (MCIT), Islamic Republic of Afghanistan has received financing from the World Bank towards the cost of the ICT Sector Development Project and intends to apply part of the proceeds for the Training Services as described in this TOR-2.
The Training Services (“the Services”) include imparting of Job-Oriented and functions related ICT Training for Government Employees of MCIT, ATRA, APRA, Postal Departments, ICTI, Afghan Telecom serving in Kabul and other Provinces by the selected Training Institute/Organization (called Consultant or a Firm) according to MCIT’s need assessment at Kabul and in the Zonal offices of MCIT in Afghanistan.
The Consultants will be short-listed by MCIT under this TOR-2 and the short-listed Firm will be issued with RFP; Based on the RFP, the selected Firm will be requested to submit Technical and Financial Proposals and thereafter, final selection will be made by the Evaluation Committee of MCIT.
Zonal offices where such Training will be held are: for Central Zone at Kabul and Charikar; for Northern Zone at Mazaare Sharief; for North-Eastern Zone at Kundoz; for Western Zone at Heraat; for South-Western Zone at Kandahar; for Eastern Zone at Jalalabad and for South-Eastern Zone at Khost. This program will provide ICT related Government Employees working in the Offices of MCIT, ATRA, APRA, Postal Departments, ICTI and Afghan Telecom at Kabul and in the Provinces {all selected according to need assessment carried out by MCIT} with an opportunity to improve their ICT related Skills.
Training on ‘Soft’ Skills {Communication Skills, Problem Solving, Time Management, Office Management, Presentation Skills and Advanced Writing Skills/ E-Mail Ethics etc. will also be imparted to each Trainee}.
Scope of this Training Assignment:
- The Consultant will receive list of the participants from deputed IT Department of MCIT through the PMO-ICTDP. The training will be held in Kabul and in Zonal Offices of MCIT in Afghanistan. ICT Related Employees of the MCIT, ATRA, APRA, Postal Departments, ICTI and Afghan Telecom will be selected as per MCIT’s need assessment. For Provincial employees, Training will be held in the selected Zonal offices of MCIT.
- Only ICT Related Employees of MCIT, ATRA, APRA, Postal Departments, ICTI and Afghan Telecom will be eligible for this training. While selecting the Trainees, preference will be given to those who are working in the relevant ICT departments.
- Total time period available for imparting all the required training to all the selected Trainees at Kabul and also in Zonal Offices shall be 04 months from the Contract Signature Date.
- Soft Skills {Communication Skills, Problem Solving, Time Management, Office Management, Presentation Skills and Advanced Writing Skills/ E-Mail Ethics etc.} will be taught to each Trainee.
Details of Training Modules:-
- Training to be imparted at Kabul: Three Batches to be run at Kabul; Each Batch to have 30 ICT Related Employees; Thus, 90 Employees will get trained at Kabul; Each Trainee will receive 03 Hours of Training per day for 30 Working Days; Thus, each Trainee will receive 90 Hours of Training; Subjects to be covered for each Trainee in each Batch are as under:-

- Training to be Imparted to the Provincial Staff: Provincial Staff Members of MCIT, ATRA, APRA, Postal Departments, ICTI and Afghan Telecom related to ICT Functions belonging to 34 Provinces of Afghanistan will be trained. This
Training needs to be held at the following locations for a total period of 30 Working Days with 03 Training Hours per Day per Trainee:-
Kabul Zonal HQ at Kabul-For 30 ICT Employees belonging to the Provinces under Kabul Zone;
Mazaaresharief-For 20 ICT Employees belonging to the Provinces under Mazaaresharief Zone;
Heraat-For 20 ICT Employees belonging to the Provinces under Heraat Zone;
Jalalabad -For 20 ICT Employees belonging to the Provinces under Jalalabad Zone;
Kandahar -For 20 ICT Employees belonging to the Provinces under Kandahar Zone;
Kundoz-For 20 ICT Employees belonging to the Provinces under Kundoz Zone
Khost-For 20 ICT Employees belonging to the Provinces under Khost Region;
Charikar -For 20 ICT Employees belonging to the Provinces under Charikar Region.

- Training Class Rooms (Air conditioned) should be as per MCIT’s directions and to the satisfaction level of MCIT and the Trainees.
- Consultant should arrange Transport for selected Trainees from MCIT Offices to the Training Complex of the Consultant.
- Consultant should arrange buffet lunch and other refreshments for each Participant.
- Consultant should provide soft and hard copies of the training material to each Traine; In addition, 05 Printed Sets of the Training Material will be submitted to the PMO-ICTDP.
- Consultant should provide required stationary to all the participants.
- Consultant should create special Training facilities, in accordance with the directions of MCIT.

In case of an International Organization/NGO/Training Institute/University interested in running this Program at Kabul and in Zonal Centres, Local Partner should be selected that will have the required Registrations/Licenses and the relevant Experience as mentioned above. |

The Consultant should have Trainers and the Facilities available to support such Training at Kabul and in Zonal/Regional offices of MCIT |
The consultant shall provide evidence of having Trainers and the Facilities available to conduct the required training at Kabul and in Zonal offices. CVs of all Trainers should be enclosed with the EOI. |
REQUEST FOR EXPRESSION OF INTEREST (REOI)
The Ministry of Communications and Information Technology (MCIT) now invites eligible Training Institutes/Organizations/NGOs/Consulting Firms to indicate their interest in providing the Training Services as given in TOR-2 issued for this Training (given above this REOI).
Interested Consultants (also called Firms) should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The attention of interested Consultants is drawn to the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers-January, 2011 edition.
To ensure impartiality, the consultant (including his home office, if any) must not, in any way, be affiliated with business entities that are currently providing or are seeking to provide goods or services to the project.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

Expressions of Interest (EOIs) must be delivered as Printed Copies in English and in any one Local Language (Dari/Pashtu), with one CD having MS-Word Copy of the EOIs and the related Documents.
EOIs and the Related Qualification and Experience Documents should not be submitted by any Electronic Means. Any EOI received by E-Mail or by Electronic Means will be rejected.
