The Ministry of Communication and IT (MCIT) of Afghanistan is to facilitate and pave the way for Mobile Network Operators to provide high Quality Communication, IT Services for the Afghan People at Affordable prices. The Ministry has been actively Advocating for a positive change in the society by connecting the Afghan people to knowledge and resources, which will enable them to improve the quality of their lives. The Afghan Government aims to establish a stable and Democratic Political Environment, rule of law, and a Favorable Regulatory Environment for Business.
Based on the Afghan Government Telecom Service Fee law, all telecom services are subject to 10% service fee. In order to implement the law MOF, MCIT and ATRA have been assigned the task to establish a Real Time Data Management System for the purpose of transparency in controlling the 10% Service Fee deduction and collection throughout the country and to report ICT sector revenue.
The System should have online interface with all operators to get the VC recharge/any recharge message from Operators Billing, Core,VAS systems whenever subscriber do top-up or recharge then operators systems should also send online message to RTDM /RA System.

 

Job Summary

Public relations officer will use a wide range of media to build and sustain a good image for RTDMS project and is responsible for handling all aspects of planned publicity campaigns and PR activities.

Duties and Responsibilities

• Planning publicity strategies and campaigns
• Writing and producing presentations and press releases
• Dealing with enquiries from the public, the press, and related organizations
• Organizing and attending promotional events such as press conferences, open days, exhibitions, tours and visits
• Speaking publicly at interviews, press conferences and presentations
• Providing stakeholders with information about new opportunities and current PR campaigns progress
• Analyzing media coverage
• Liaising with clients, managerial and journalistic staff about progress and objectives of RTDMS project.
• Communicating with colleagues and key spokespeople;
• Liaising with, and answering enquiries from media, individuals and other organizations, often via telephone and email;
• Collating and analyzing media coverage;
• writing and editing in-house magazines, case studies, speeches, articles and annual reports;
• Preparing and supervising the production of publicity brochures, handouts, direct mail leaflets, promotional videos, photographs, films and multimedia programs;
• Managing and updating information and engaging with users on social media sites such as Twitter and Facebook;
• Managing the PR aspect of a potential crisis situation.

Qualifications

1. Bachelor Degree in Business Administration, Marketing, Journalism, Literature, Social Sciences or Public Administration. 
2. At least 2 years of proven working experience as a PR officer or in similar role
3. Excellent communication, interpersonal and writing skills;
