The conference was also attended by deputy (Finance & Admin) minister of MCIT Assoc. Prof Mohammad Hadi Hedayati, directors and advisors of the ministry and authorized representatives of Smart System Company.

In his speech to the conference Dr. Hidayati expressed that the APRA is a policy-maker and supervisor administration in the country's postal sector, which, in wake of Article 10 of the Constitution and the approach of the Islamic Republic of Afghanistan provides facilities to the private sector in order to support, encourage reinforce activities and development of private enterprises in the economic system of the country.

Dr. Hidayati, further said: that the private sector has been providing postal services in Afghanistan for about a decade, and currently, there are ten private postal companies have licenses of postal services and have received official membership of the Afghan postal market.

He added: the policy of MCIT in general and APRA in particular is to create a fair competition ground among providers of postal services in the country.
