·        To provide guidance and strategic direction on access to public information, postal service, telecommunication, information and communication technology and digital media;

·        To transform the existing manual, time-consuming and costly government procedures into more efficient electronic processes;

·        To facilitate the private sector development and attraction through provision of required government based services and support for ensuring their inclusion in digital economy;  

·        Facilitate digital connectivity, Internet and cost-effective access to information and communications infrastructure and services throughout the country; 

·        Promote the utilization of ICT as a cross-cutting issue in all sectors, to enhance the accelerated socio-economic growth and development through dissemination of public information and provision of innovative information and communication technologies;

·        Formulate and implement policies of postal public services, electronic public services, and information technology and communication technology;

·        To guide, deliver and supervise the information services, new technology, communication and postal services to Government ministries and departments, both locally and externally;

·        Facilitate and reduce the administrative burdens to attract investments, both domestic and foreign and promote the creation of jobs;

Job Summary:

The Postal Development and Innovation Specialist will work under direct supervision of the Postal Development Project Manager and report on his activities/accomplishment directly to the Postal Development Project Manager, Post Director, projects coordinator and minister office; He/she will perform the following duties but not limited to:

·        Design and produce postal development strategies and Policies for different postal areas;

·        Produce and present technical reports/presentations of various R&D activities to Afghan Post leading team;

·        Support and contribute to the innovation pipeline with ideas/commends for the conversion of traditional postal services into new and modern ones as well as to the growth of postal services within targeted areas;

·        Assess postal technical feasibility and confirm operational compatibility for both Afghan Post and its customers;

·        Test and recommend optimum utilization of postal equipment’s in providing of existing postal services;

·        Source new/ alternative ingredients that will promote and improve the quality, growth and profitability of existing postal product;

·        Establish and launch on-going tracking mechanisms/system for measurement of operational performance;

·        Proactively seek and develop basic business/customer understanding to support the identification of business opportunities;

·        Support the team in identification of new postal product/services opportunities and creating solutions to drive affordable and qualified performance;

·        Formulate the design of standard communication and training materials and training solutions for Afghan Post officials;

·        Support and assist R&D team during exploration phase of research and as well as risk identification and mitigation;

 Any other duties assigned by the project manager and post director.

Education:

  • Advance University Degree (Master’s or bachelors) in Business Administration, Economics, Policy Development, Public Administration or any other relevant field;

Experience:

  • With master’s and bachelor’s degree minimum 5 years relevant professional experience is required with government or international agencies.

Skills & Competencies:

  • Highly organized analytical, proven leadership and managerial skills;
  • Strong written and oral communication skills in English;
  • Ability to coordinate a team and different stakeholders in a complex work environment;
  • Able to foster an environment for ideation and production;

 Language Requirements:

Fluency in English, and proficiency in Pashto and Dari.
