The goals and mandate set for MCIT for the upcoming 5 years are:
· To provide strategic leadership and supervision in ICT, Information and National Guidance for sustainable development;
· To develop an inclusive knowledge based society via provision of high quality broadband services throughout the country;
· To provide guidance and strategic direction on access to public information, postal service, telecommunication, information and communication technology and digital media;
· To transform the existing manual, time-consuming and costly government procedures into more efficient electronic processes;
· To facilitate the private sector development and attraction through provision of required government based services and support for ensuring their inclusion in digital economy;
· Facilitate digital connectivity, Internet and cost-effective access to information and communications infrastructure and services throughout the country;
· Promote the utilization of ICT as a cross-cutting issue in all sectors, to enhance the accelerated socio-economic growth and development through dissemination of public information and provision of innovative information and communication technologies;
· Formulate and implement policies of postal public services, electronic public services, and information technology and communication technology;
· To guide, deliver and supervise the information services, new technology, communication and postal services to Government ministries and departments, both locally and externally;
· Facilitate and reduce the administrative burdens to attract investments, both domestic and foreign and promote the creation of jobs;

Job Summary:
The Monitoring and Evaluation Specialist will work under direct supervision of the Afghan Post Director and report on his activities/accomplishment directly to the director, projects coordinator and minister office; He/she will perform the following duties but not limited to:
· Design management and implementation plan for MCIT and Afghan Post for regular project evaluations, reviews and studies and work closely with the Planning directorate of the ministry;
· Manage and train project staff to meet quality standards in project delivery and ensure effectiveness/transparency of the project;
· Assist the project coordinators and project managers in Maintaining and monitoring projects plans, projects schedule, budgets and expenditure;
· Develop and review M&E plans and procedure for the MCIT and Afghan post and ensure implementation of results framework and projects evaluation matrix;
· Design data collection and analysis instruments/methods, evaluation of the contracts/agreements and design standard monitoring and evaluation mechanisms for the Afghan Post directorate;
· Monitor the project activities, targets against the set priorities and deliverables;
· Maintain close relation with the ministry relevant department and assist them in updating and managing of information and M&E systems;
· Review and report on M&E finding to the director supervisor and disseminate information to all relevant stakeholders;
Any other duties assigned by the Afghan Post director.

Education:
- Advance University Degree (Master’s or bachelors) in business administration, management, economic or any other relevant field;
Experience:
- With master’s and bachelor’s degree minimum 5 years relevant professional experience is required with government or international agencies.
Skills & Competencies:
- Experience and knowledge of proposal writing, policy development and analysis;
- Ability to provide vision, anticipates problems, and offer problem resolution;
- Ability to plan, develops, and evaluates programs;
Language Requirements:
Fluency in English, and proficiency in Pashto and Dari.
