Background:
An important part of the e-government is delivery of public services electronically so that the services could be delivered efficiently and effectively in the most citizen centric manner, at the convenience of the citizens in terms of time and location. At the heart of designing, developing and deploying public services electronically is the need for seamless integration of information resources and processes within the various organizations, departments and agencies of the government. Without such information and process integration delivery of optimal e-services to the public would not be possible or in the least will be grossly suboptimal. Government of the Islamic Republic of Afghanistan (IRA), in its efforts to develop and deploy e-government in its country has taken several strategic steps, including the drafting of the e-government strategy and implementation plan that provides the framework for technical standards, guidelines and policies that all component organs of the government must follow and turn facilitate design and delivery of e-services such as online tracking system or e-passport to the public.
Since 2005 the Afghanistan Central Passport office is using an electronic system for the issuance of passports, which was upgraded in 2012 with minor changes to issue MRP passports, but the system is a stand-alone system and is not shareable and cannot work in a distributed environment. Second issue is that the Biometric system of the Ministry of Interior is not integrated to this platform and the system is very old and cannot be upgraded to be utilized in full capacity. Recently it has been decided to design a new centralized platform for the registration and issuance of the passport
Objective of the Assignment:
The main objective of the consultant will be to have a feasibility study and survey of the current passport and biometric systems in practice by various government entities and propose/design a new integrated, centralized and secure system. |
