Background:

An important part of the e-government is delivery of public services electronically so that the services could be delivered efficiently and effectively in the most citizen centric manner, at the convenience of the citizens in terms of time and location.  At the heart of designing, developing and deploying public services electronically is the need for seamless integration of information resources and processes within the various organizations, departments and agencies of the government. Without such information and process integration delivery of optimal e-services to the public would not be possible or in the least will be grossly suboptimal. Government of the Islamic Republic of Afghanistan (IRA), in its efforts to develop and deploy e-government in its country has taken several strategic steps, including the drafting of the e-government strategy and implementation plan that provides the framework for technical standards, guidelines and policies that all component organs of the   government must follow and turn facilitate design and delivery of e-services such as online tracking system or e-passport to the public. 

Since 2005 the Afghanistan Central Passport office is using an electronic system for the issuance of passports, which was upgraded in 2012 with minor changes to issue MRP passports, but the system is a stand-alone system and is not shareable and cannot work in a distributed environment. Second issue is that the Biometric system of the Ministry of Interior is not integrated to this platform and the system is very old and cannot be upgraded to be utilized in full capacity. Recently it has been decided to design a new centralized platform for the registration and issuance of the passport

 

Objective of the Assignment:

 

The main objective of the consultant will be to have a feasibility study and survey of the current passport and biometric systems in practice by various government entities and propose/design a new integrated, centralized and secure system. 


 

Duties and Responsibilities

Scope of Work and Deliverables:

  1. The consultant in the initial stage of assignment should have an intense survey of the current biometric and passport systems existing in government of Afghanistan. A comprehensive report including all the pros and cons and recommendation to improve the current system should be submitted. 
  2. The consultant should recommend immediate, midterm and long-term plans and implementation strategies to centralize the current biometric and passport systems and bring an overall digitalization in the current non-digital systems. 
  3. The consultant should design how to equip the Central Passport Directorate with systems to enroll new applicants through a computer system to have the new records available in the digital form with personal information of applicants printed on the paper instead of handwriting.
  4. To develop a centralized passport issuance system required for the Passport Issuance related entities within the country and outside the country. The consultant should design a system with capability of providing a centralized database for registering the personal information and biometrics of passport applicants, and to have the capability of passport personalization through printers.
  5. The system should have the capability of log-in accounts for different organizations that are issuing passports e.g. afghan embassies and consulates. Define how the organization should be enabled to enroll an applicant through the same system and store the data in a centralized database. After the data of the applicant is registered, the system should be able to process the data for personalizing the Passport Booklet.
  6. The Consultant should design sophisticated database and systems, along with biometric capturing system and storage system for the centralized passport management and issuance, in order, to provide timely and efficient services.
  7. The consultant should provide full Business Requirements Speciation, Technical RFP with detailed bill of quantity which will be used in the procurement process for the proposed designed platform.
  8. The Biometric Center is considered an important element for the government in order to streamline the biometric collection of citizens and foreigners in the country. The Biometric Center will be the only facility for all the government organizations to be used for storing the biometric data collected at various locations. The consultant should design a central Biometric platform including as sophisticated databases and biometric storage and duplication check systems to store all the collected biometrics.
  9. The consultant will report to eGov Directorate of MCIT and will closely work with the Central Passport Directorate and other relevant directorates and Ministries.

 

Expected Output and Deliverables; Estimated duration to complete and payment percentage:

Deliverable 1: Submission of inception report (13 Working days)

Deliverable 2: Submission of Full Business Requirement Specification of both Central Passport system and biometric system (40 Working days)

Deliverable 3: Submission of Full Technical RPF and system/platform design documents (20 Working days)

Deliverable 4: Submission of final required documents Full Technical RPF and system/platform design documents (5 Working days)

 

Required Skills and Experience

Academic Qualifications:

  • BSC or MSC (preferred PhD) in one of the followings areas:
  • Computer science (Software Engineering or System Analyst)
  • BPR (Business process reengineering)
  • IT Business Management / Business administration 

 

  • Minimum of 10 years’ progressive practical experience in software design and development or Business process reengineering of similar nature.
  • Experience in managing the development and maintenance of software applications and MIS for larger organizations of similar nature.
  • Excellent theoretical and practical knowledge of software integration of similar nature.
  • Excellent Interpersonal Skills.
  • Good Communication skills are necessary.
