About Ministry of communication and IT

The Ministry of Communications and Information Technology (MCIT), Islamic Republic of
Afghanistan has received Project Preparatory Grant/Fund from the World Bank for execution of Digital CASA Afghanistan Project and intends to apply part of the proceeds to hire a qualified Individual Consultant to work as OFC Senior Experts to coordinate all optical fiber related activities of the project.

This Consultancy Support will be provided to MCIT at Kabul, under the Project Fund of Digital CASA Afghanistan Project.

The aim of the Digital CASA Afghanistan Project is: (i) to expand and strengthen the Regional and National level broadband connectivity based on Optical Fiber Networks; (ii) to boost up digital society and economy through e-Governance initiatives and (iii) to prepare an enabling environment and Regulation for the growth of ICT Sector in Afghanistan. The project will do so by: (a) expansion and strengthening of broadband connectivity in Central Asia and South Asia Region; (b) expansion and strengthening of national broadband connectivity in Afghanistan; (c) Commissioning of a Network called “Govnet” to connect most of the Government Offices at Central and Provincial Government levels; (d) Automation of citizen-centric services through e-Governance initiatives; (e) Automation of e-Governance mechanisms and strengthening of e-Delivery Platforms; (f) framing up of Regulations, Policies, Strategies and Policies for growth of ICT Sector.
To contribute towards achievement of some of the above mentioned objectives of Digital CASA
Afghanistan Project, MCIT has decided to avail the consultancy services of an Individual
Consultant to work as OFC Project Manager to lead the OFC team.

 

Job Summary

• Senior Expert of the OFC Backbone Projects (hereinafter also called the SS-OFC Projects) will ensure efficient implementation of the OFC Projects which are funded by the Core Development Budget of MCIT, effective monitoring/ evaluation and in-depth testing of the OFC Routes laid, with a view to reliably commission all the Communication Nodes with 100 % inter-operability with the existing Communications Infrastructure. 
• SS-OFC Projects will also ensure that all the Project Activities are carried out in accordance with the signed Contracts with the selected Vendors/Suppliers/Contractors/Sub-Contractors and all the Items supplied to MCIT are of standard Quality.
• SS-OFC Projects will also ensure that the Environmental Safeguards are fully met during the execution of the Projects on both the Routes.

Duties and Responsibilities

(a) To ensure that 100 % Survey of all the OFC Routes and the Nodes is jointly carried out by the Vendor’s and MCIT’s Project Management Staff, with a view to prepare the finalized PIP and the BOMs, for presentations by the Vendor during the Project kick-off Meeting.
(b) To finalize the Project Plans and related Activities during the kick-off Meeting and present the same to PICU for approval.
(c) To ensure that the Optical Fiber Cable and the Ducts are buried at the correct depths as per the soil conditions available on the ground.
(d) To ensure that the dug paths are surfaced and brought to the original shape under Contractor’s responsibilities.
(e) To ensure that all the Communication Nodes are constructed, tested and commissioned in accordance with the Project Plans.
(f) To ensure that all the Project Activities are carried out in accordance with the Contractual Obligations and the finalized PIP.
(g) To ensure that high Quality Equipment/Systems/Stores are supplied by the selected Contractors, in accordance with all the Project requirements.
(h) To get 100 % Quality Checks carried out by the Quality Assurance Teams of MCIT and take remedial actions wherever necessary.
(i) To ensure correct distribution of all the Project Stores and maintain Stock distribution Register and the Inventory List in the PMO/MCIT.
(j) To recommend payments for the Project Items and Activities which are carried out satisfactorily by the Contractor and which are in accordance with the Contractual obligations.
(k) To ensure that Environmental Safeguards are adhered to both by the Contractors’ Staff and MCIT’s Staff during the execution of the Project.
(l) To propose necessary steps or measures to overcome any critical delays in project implementation.
(m) To ensure that all legal covenants of the project are fully met.
(n) To advise the Project Team Leader and DG-Planning of MCIT on all aspects of planning, technical, procurement, financial management, disbursement and auditing issues arising from implementation of the OFC Projects. 
(o) To ensure that Operational Tests are carried out judiciously, before initiating issue of Operational Acceptance Certificates by MCIT.
(p) To ensure that Final Acceptance Tests are carried out judiciously, before initiating issue of Final Acceptance Certificates by MCIT.
(q) To ensure effective communication and consultations with all stakeholders and to facilitate the preparation of public releases of the project information.
(r) To train MCIT’s staff on the OFC Outdoor Plant and Indoor Systems/ Equipment that is used for the Project.
(s) To submit Daily Activity Reports, Weekly and Monthly Reports to the PTL and also to conduct weekly Briefing Sessions for DG-Planning and other PICU Members of MCIT.
(t) To conduct a monthly Briefing Session for the Chairman of the Project Steering Committee (Minister of Communications and IT). 
(u) To plan OFC network domestic and international connectivity.
(v) To forecast future requirements and coordinate with private sector the ways to meet this requirement in a competitive manner.
(w) To coordinate with ATRA and other stakeholders the implementation of Opean Access Policy and other related regulations issues by ATRA from time to time.
(x) To ensure compliance to QoS parameters of OFC system issued by ATRA.
(y) Be responsible for technical, commercial, regulatory, policy, project execution and competition related inputs on OFC to PICU and Project team leader.
(z) To carry out any other Tasks as given by the PTL and any other PICU Member.

Skills

Timing and Deliverables: 
The Consultant should submit reports as requested to the Project Team Leader (PTL) of the World Bank funded Digital CASA Project.
This is a full-time assignment expected to commence in December 2017. The contract, envisaged as a long-term position, will be signed for an initial period of 6 months with a probation period of three months, during which the contract can be terminated. The contract can be extended beyond the original term subject to the specialist’s satisfactory performance and availability of funds.

Qualifications

• Citizen of Afghanistan;
• An Engineering Degree/Diploma in Telecommunications/Electronics & Communications, from a well-recognized University;
• Minimum of 10 years’ experience in Telecom/IT Sector, after Engineering Degree/Diploma;
• At least 6 years of experience in coordinating similar OFC Projects;
• Fluency in English and in one of the national languages (Dari or Pashto) and good reading, writing, listening and speaking skills. 
• Proven inter-personal skills;
• High integrity and accountability, leadership and good team work spirit.
