About Ministry of communication and IT:

The Ministry of Communications and Information Technology (MCIT), Islamic Republic of Afghanistan has received Grant/Fund from the World Bank for execution of Digital CASA Afghanistan Project and intends to apply part of the proceeds to hire a qualified Individual (an Afghan National) to work as Office Manager and to carry out relevant Office Management & Reporting Activities for the project.

This Consultancy Support will be provided to the World Bank funded Digital CASA Afghanistan Project at MCIT.

The aim of the Digital CASA Afghanistan Project is: (i) to strengthen the Regional and expand National level broadband connectivity based on Optical Fiber Networks; (ii) to boost up digital society and economy through e-Governance initiatives and (iii) to prepare an enabling environment and Regulation for the growth of ICT Sector in Afghanistan. The project will do so by: (a) strengthening of broadband connectivity in the region; (b) expansion and strengthening of national broadband connectivity in Afghanistan; (c) Commissioning of a Network called “Govnet” to connect some of the Government Offices at Central and Provincial Government levels; (d) Automation of citizen-centric services through e-Governance initiatives; (e) Automation of e-Governance mechanisms and strengthening of e-Delivery Platforms; (f) framing up of Regulations/Procedures, Policies and Strategies for growth of ICT Sector in the country.

To contribute towards achievement of some of the above-mentioned objectives of Digital CASA Afghanistan Project, MCIT has decided to avail the consultancy services of an Individual Consultant to work as Office Manager.

Job Summary:

The objective of this assignment is to support the Digital CASA PIU in the management, oversight, disbursement and reporting areas under the project and to assist Digital CASA Project Director to perform related tasks.

Skills Description:

·        Fluency in English and in one of the official languages of the country (Pashto or Dari) with excellent reading, writing, listening and speaking skills.

·        Computer Skills with Office Automation Software

·        Reporting skills, supply management, efficient communication, tracking of project activities and budget execution, delegation, staffing, managing processes, supervision, promoting process improvement, and inventory control.

·        High integrity, accountability and good team work spirit.

Duties & Responsibilities:

·        Preparation of minutes of meeting and circulating meeting agendas.

·        Ensure all received official letters are responded and referred to related individuals/offices in a timely manner.

·        Keep the Director informed of significant updates of MCIT Directorates, and issues affecting the development and delivery of programs and services.

·        Maintain office efficiency by planning and implementing office systems, layouts, and equipment.

·        Track and attend all meetings of the Project Director and draft the meeting reports.

·        Track progress and follow up correspondence with all relevant stakeholders.

·        Follow-up of activities and processes with relevant directorates of MCIT on daily basis.  

·        Assist with implementation of identified projects and programs, work with project staff in matters such as financial management, report preparation, events, trainings, and public relations.

·        Provides historical reference by defining procedures for retention, protection, retrieval, transfer, and disposal of records.

·        Assist in the preparation of procurement, implementation and financial plans of the project.

·        Assist in the preparation of annual, semiannual, quarterly and ad-hoc reports of the project .

·        Maintaining office services by organizing office operations and procedures; assist in preparation of payrolls; controlling correspondence; designing filing systems; keeping records of all correspondences into relevant folders.

·        Reviewing supply requisitions; assigning and monitoring clerical functions.

·        Keep management informed by reviewing and analysing special reports; summarizing information and identifying trends.

·        Submission of project reports in timely manner to the project director.

·        Contributes to team effort by accomplishing related results as needed.

·        Perform any other tasks assigned by Project Director.

Job Location:

Qualifications:

·        Citizen of Afghanistan

·        Bachelor’s degree or above in Business Administration, Economics, Literature, Information Technology or any other related field.

·        At least 5 years of direct relevant work experience in management/coordination or reporting field.

·        Knowledge of Information Technology or Telecom will be an advantage.
