The goals and mandate set for MCIT for the upcoming 5 years are:
· To provide strategic leadership and supervision in ICT, Information and National Guidance for sustainable development;
· To develop an inclusive knowledge based society via provision of high quality broadband services throughout the country;
· To provide guidance and strategic direction on access to public information, postal service, telecommunication, information and communication technology and digital media;
· To transform the existing manual, time-consuming and costly government procedures into more efficient electronic processes;
· To facilitate the private sector development and attraction through provision of required government based services and support for ensuring their inclusion in digital economy;
· Facilitate digital connectivity, Internet and cost-effective access to information and communications infrastructure and services throughout the country;
· Promote the utilization of ICT as a cross-cutting issue in all sectors, to enhance the accelerated socio-economic growth and development through dissemination of public information and provision of innovative information and communication technologies;
· Formulate and implement policies of postal public services, electronic public services, and information technology and communication technology;
· To guide, deliver and supervise the information services, new technology, communication and postal services to Government ministries and departments, both locally and externally;
· Facilitate and reduce the administrative burdens to attract investments, both domestic and foreign and promote the creation of jobs;

Job Summary:
The IFS Project Manager will work under direct supervision of the Afghan Post Director and report on his activities/accomplishment directly to the projects coordinator, Afghan Post director and minister office. He/she will perform the following duties but not limited to:
· Develop and implement International Financial System (IFS) in collaboration with Universal Postal Union and relevant government organizations;
· Identify innovative and successful business models, analyse country cases of financial services, measure client satisfaction and impact of financial services offered by Posts or any other topic related to financial services and the postal sector;
· Conduct all research activities related to International Financial System using latest financial approaches, e.g. Identification of potential partners and integration of financial services;
· Expand and maintain Afghan Post pool of partners in the area of financial services including government, regulators (postal and financial), and national, regional and international organizations;
· Prepare monthly, quarterly and annual work plan in accordance with general plan of IFS to achieve strategic objectives;
· Communicate and coordinate with governmental, non-governmental and donor organization in order to attract financial and technical assistance for implementation of IFS taking priorities into account;
· Support and oversee the implementation of strategic priorities to achieve objectives and work with relevant department and authorities in centre and provinces;
· Participate in coordination and planning meetings IFS and related topics achieving the overall goals;
· Monitor and evaluate all domestic and international financial transaction for achieving Da Afghanistan Bank and UPU objectives;
· Supervise and direct the work of all departments;
Any other duties assigned by the Afghan Post director.

Education:
- Advance University Degree (Master’s or bachelors) in economics, econometrics, project management, business administration and management.
Experience:
- With master’s degree 5 years of experience and with bachelor’s degree minimum 7 years relevant professional experience is required with government or international agencies.
Skills & Competencies:
- Experience in public finance management, budgeting, HR, procurement considered as an asset;
- Experience and knowledge of proposal writing, policy development and analysis;
- Ability to provide vision, anticipates problems, and offer problem resolution;
- Ability to plan, develops, and evaluates programs.
Language Requirements:
Fluency in English, and proficiency in Pashto and Dari.
