Based on the Afghan Government telecom service law, all telecom services are subjected to 10% service fees collecting thorough all telecom and internet service providers in the country. In order to implement the law MOF, MCIT and ATRA have been assigned the task to establish a Real Time Data Management System for the purpose of transparency in controlling the 10% Service Charge deduction and collection throughout the country, and to report ICT sector revenue .In order to realize the actual real-time requirement for 10% tax deduction and revenue assurance, The System should have online interface with all operators to get the voucher card (VC) recharge/any recharge message from Operators Billing, Core ,Value Added Services (VAS) systems whenever subscriber do top-up or recharge then operators systems should also send online message to MoF/MCIT RTDMS /RA System.The system should be designed based on VC recharge/Online top up flow of Operators and then should produce interface document to get the online recharge transactions from each operators billing system and record into RTDMS/RA System.
Job Summary
In order to ensure transparency on 10% telecom service fees collection, operators’ revenue and fraud detection on RTDMS/RA System, MCIT has established Real Time Data Management System department. The Real-Time Data Management/Revenue Assurance System (RTDM/RAS) Sr. Software Specialist will work under direct supervision of the head of RTDMS unit and report on his activities/accomplishment to him; He/she will perform the following duties but not limited to:

Duties and Responsibilities
• Manage the team, follow up on system implementation and execution and regular report on the accomplished activities to the senior management;
• Provides oversight, maintenance, and technical support for the system development team.
• Support development of policy/strategy of information management and sharing.
• Improve and develop the functions and procedures required for standard data collection from customers, companies or other sources and analysis of the Data.
• Develop procedures for transforming data into useful information including graphical representation and visualization.
• Develop standard formats for the dissemination and reporting of useful required information
• Assists with designing, documenting and maintaining the processes, policies and procedures necessary to support the optimal delivery of information services and the overall technical operations of the IT infrastructure.
• Measure project performance using appropriate systems, tools and techniques. Develop and formulate strategies for successful implementation of the information system;
• Enhances information systems capabilities by identifying new technology opportunities and developing application strategies.
• Participate in preparing MCIT long-range IT business plan, defining information system implementation annual budget requirements; scheduling expenditures; analyzing variances; and initiating corrective actions.
• Apply experience and expertise with mobile app development, telecommunication, information security, system analysis, designing and development.
• Support head and director of RTDMS unit in terms of planning, budget preparation, strategy development and plan implementation.
Skills
b. At least 4 years’ experience in system development, analysis, design and data analysis at an enterprise level.
c. Experience leading a team of MIS professionals.
d. Knowledge of core infrastructure functionality, networking, programming paradigms, and troubleshooting.
e. Understanding of data management, security concepts, mechanisms and tools.
f. Project management skills and experience working with Microsoft Project, or other project-management related software
Qualifications
a. University degree in Information Technology, computer science or related filed and master degree is preferred.
