Background:

EGRC-II is USAID on budget funded project based on milestone in the premises of MCIT and this center became as a source of technical expertise and skills, advice and guidance for development and deployment of E-Government in the ministries and provide timely, high quality advice and technical expertise to Government of Afghanistan (GoA) for design and development of the E-Government program as a whole and for specific projects within it.  The Centre will also provide services to donor supported projects and other agencies of the government at the central and provincial levels in the development and deployment of ICT for governance and development including training and capacity building in the agencies and in the development and implementation of E-Government projects in various application areas.

Services to be rendered by the E-Government Resource Centre can be classified into the following major categories:

  1. E-Government Consulting and Advisory Services
  2. E- Government Human Resource Capacity Development
  3. E-GIF Implementation and IT standardization Services
  4. Information Technology and electronic government Audit

Objective:

  • Selected Consultant will provide Advisory Services for mainstreaming E-Government in Afghanistan. These Services will encompass the following:
  • The Localization Project Consultant plans and executes localization projects of varying scopes for multiple end clients. The primary focus of the Consultant is ensuring customer satisfaction through successful management of projects’ quality, schedule and budget.
  • The ideal candidate will have strong language and organizational skills, a very detailed-oriented approach to work, and an ability to work independently with proper guidance.

And

  • Consultant will manage and direct a team of translators processing Pashto- and Dari-language print and voice material into clear idiomatic English. Process large amounts of information and discern most important elements while working collaboratively and effectively in a fast-paced, often high-pressure, multicultural, team environment.
  • Selected Consultant will provide Advisory Services for mainstreaming E-Government in Afghanistan.

 

Detailed tasks include: For Localization

  • Plan and schedule software/multimedia/marketing/documentation localization projects; evaluate and provide quote; allocate resources; develop budget, schedule and quality parameters.
  • Track project progress to ensure that quality, deliveries and cost stay on plan.
  • Manage day-to-day relationship with client on project matters; provide regular status reports and proactively offer solutions.
  • Facilitate effective communication within the project team (translators, engineers, publishers, etc.)
  • Provide support to sales management in costing and planning projects and with customer presentations.
  • To continuously monitor and review production processes and, with the project team, implement improvements that will result in improved turn round times, decreased costs of production and/or improved employee satisfaction.
  • To compile and present project performance data at internal monthly review.
  • To plan and schedule technical Localization projects and to lead the project team to ensure delivery within budget, plan and schedule.

 

Detailed tasks include: for Government Vocabulary (Dari & Pashto)

  • Reading through original material and rewriting it in the target language, ensuring that the meaning of the source text is retained.
  • Using specialist dictionaries, thesauruses and reference books to find the closest equivalents for terminology and words used.
  • Using appropriate software for presentation and delivery.
  • Researching legal, technical and scientific phraseology to find the correct translation.
  • Proofreading and editing final translated versions.
  • Using the internet and email as research tools throughout the translation process, prioritizing work to meet deadlines.
  • Providing quotations for translation services offered.
  • Consulting with experts in specialist areas.
  • Retaining and developing specialist knowledge on specialist areas of translation.

 

Deliverables and Reporting Requirements:

  • Monthly Reports are produced to line manage, EGRC-II project and donor.
  • Weekly internal updates are prepared and submitted with Donor.
  • All reports are submitted in good order and within set deadlines
  • The Senior Local Consultant for Localization and Government Vocabulary (Dari &Pashto) reports directly to the EGRC-II Project Manager and E- Government Director.

Qualification and Skills Requirements:

  • Bachelor degree in Computer Science, Journalism and/or other associated degree which suits with Localization and Translation of Government Vocabulary (Master Degree is preferable ),
  • 3 years’ work experience in Localization & Translation of Government vocabulary and/or substantive field (e.g., translation, media, international affairs, political economic, science and technology)
  • Fluent speaking, reading and writing in English, Pashto and Dari required (performs extensive, sophisticated language tasks, encompassing most matters of interest to well-educated native English speakers). 
  • Demonstrate strong leadership skills; ability to motivate subordinates and to direct and monitor their work performance; computer skills and experience using Internet required. 
  • Area of studies media, journalism, political science, economics, history
  • Experience working on vendor side of localization
  • Excellent oral, written and interpersonal communication skills and awareness of cross-cultural   issues.
  • Resourceful, creative, organized with an ability to prioritize and proactively offer solutions
  • Strong computer skills, including Microsoft Project. Experience with TM tools is a plus
  • Leadership and supervisory skills.
