The Ministry of Communication & Information Technology, Government of Islamic Republic of Afghanistan has received fund from World Bank under International Development Association (IDA),towards the cost for Supply of Additional goods for Optical Fiber Network High density Polyethylene Pipes (HDPE Ducts), Optical Fiber Cable (OFC) and Related AccessoriesREF No: MCIT/96/ICB/G-1461.
1. TheMinistry of Communications& Information Technologynow invites sealed bids from eligible and qualified bidders for the above contract.
2. Bidding will be conducted through the International Competitive Bidding (ICB) a procedure specified in the World Bank’s Guidelines and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
Interested eligible bidders may obtain further information from Ministry of Communications and Information Technology Email:fpd@mcit.gov.afcopied rahman.shahzad@mcit.gov.afand inspect the bidding documents at the address given below from 8:00 hrs to 16:00 hrs on any working day from Saturday to Wednesday.
3. Qualification requirements include
Financial Capability
The Bidder shall furnish documentary evidence that it meets the following financial requirement(s):
The Bidder shall furnish documentary evidence of their financial standing. Alternatively, they shall include a letter from a reputed bank indicating their financial status which will include their ability to perform the contract of magnitude 50% equivalent to the quoted price.
(i) Experience and Technical Capacity
The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):
I. Bidders must provide evidence of having executed at least one contract of supplied/installed same or similar nature of items amounting to at least 400,000 USD within the period of last five years. The list of supplied/installed equipment shall include:
- Name and address of Purchaser with email address/phone no.
- Contract number, amount and date.
- Equipment/items ordered/supplied with their respective quantities.
- Scheduled delivery date and actual delivery date.
- Details of Complaint, if any, received from the purchaser about the performance of the Equipment/items.
II. The bids of bidders quoting as authorized distributer/dealer/reseller meeting with the above requirements in full can be considered only if:
- The manufacturer/authorized distributer furnishes authorization assuring full guarantee and warranty obligations as per GCC Clause 28
- Manufacturer’s Authorization Certificate in terms of BDS, ITB 19.1(a)
4. A complete set of bidding documents in English may be obtained by interested bidders by downloading the same from the website www.mcit.gov.af. In case of difficulty in downloading from website, interested bidders may contact at email address fpd@mcit.gov.afcopied rahman.shahzad@mcit.gov.af.
5. A pre-bid conference shall be held for Bidding Document clarifications on 26th July 2017–at 10:00 AM Afghanistan Time.

8. Bids must be delivered to the address below at or before 10:00hrs (Local time), 20th August 2017.Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 10:00Hrs (Local time), on the same day.
All bids must be accompanied by a Bid Securityof 10,000 USDor an equivalent amount in a freely convertible currency valid for a period of 28 days beyond the validity period of Bids (148 days from bid submission deadline date).
