Preface

The Afghanistan Postal Regulatory Authority(APRA) has more than a decade of practice as a policy-making and monitoring office in the country's postal market.

In 2006, as Afghan Post Commissioner and in 2009 under the name of Post Regulatory Board It was involved in the official structure of the Ministry of Communications and Information Technology, Which later grasped the position of an important department within the Ministry and has engaged in its legal, sectoral and controlling activities.

This department has encouraged and supported postal service providers and applicants within the framework of the country's applicable laws and regulations.

Overseeing the activities and postal services of market providers is one of the key responsibilities of this office.

Importance of postal services:

Although technical and technological progresses are developing significantly in the modern world and in many sectors, given the confidentiality and security of postal items the value and importance of the postal sector is still momentous in all countries, including Afghanistan.

The postal sector in Afghanistan, has a history of more than 150 years, and alongside other social phenomena sometimes subject to insecurity and pitiable conditions in the context of changes in this country.

With the emergence of a new democratic system, attention to this important social sector has been promising and has recently attracted many applicants.

Current position of postal services:

Currently, in addition to the Afghan Post Directorate of MCIT in Kabul and post offices in all provinces of the country, there are 9 private postal companies in Afghanistan, which including the Kabul city, provide postal services in 10 provinces of the country and have more than 40 private postal agencies throughout the country.

Implementation of the license and its conditions:

According to the second and third articles of the Postal Law (Enactment No. 32 of 1972) and the procedures for the distribution of licenses, no legal or natural person can provide postal services, unless licensed by MCIT.

Conditions for obtaining a license to the applicant according to the usual procedure APRA:

Payment of $ 20,000 as a license price and $ 10,000 as a bank security, having a pursuing system with well-known international companies, ability and experience in providing postal services, adequate investment volume In this sector, providing job opportunities.

Achievements:

  • Issuance of postal service licenses to 10 national and international postal companies beside (Afghan Post).
  • Efforts for processing the approval of the Postal Services Regulation Act, which is currently in the Parliament.
  • Increasing revenue of the office through the collection of tariffs, registration fees and financial obligations of companies up to 30 million AFG per year.
  • Establishment of a postal passage that has been pursued by this department for four years with the Deputy Customs of the Ministry of Finance; and efforts construction of its building in the suburb of Kabul Airport are going on.
  • Preparation and proposal the plan for determining royalties, postal services commission and bank securities for the provision of services to the High Economic Council, which has been approved by the council and submitted to the cabinet meeting of the Islamic Republic of Afghanistan.
  • Coordination with relevant departments, including the Department of Aviation, Customs of the Ministry of Finance, Kabul Airport Commanding to solve the problems of postal companies.
  • Signing MoU on a joint procedure with the General Directorate of Central Registration and Intellectual Property of the Ministry of Industry and Commerce in order to issue the sectorial license in one stop shop.
  • Incessant monitoring of the activities of postal service providers on the implementation of laws, procedures and standards of distribution, safety and meeting complaints of postal customers, as well as preventing unlicensed activities in the country's postal market.
  • Reviewing the procedures of the APRA and developing two new procedures for "Recompensing damages and prevention of unlicensed activities" and sending it to the committee responsible for gaining an approval from the High Presidential Authority.
