The goals and mandate set for MCIT for the upcoming 5 years are:

·        To provide guidance and strategic direction on access to public information, postal service, telecommunication, information and communication technology and digital media;

·        To transform the existing manual, time-consuming and costly government procedures into more efficient electronic processes;

·        To facilitate the private sector development and attraction through provision of required government based services and support for ensuring their inclusion in digital economy;  

·        Facilitate digital connectivity, Internet and cost-effective access to information and communications infrastructure and services throughout the country; 

·        Promote the utilization of ICT as a cross-cutting issue in all sectors, to enhance the accelerated socio-economic growth and development through dissemination of public information and provision of innovative information and communication technologies;

·        Formulate and implement policies of postal public services, electronic public services, and information technology and communication technology;

·        To guide, deliver and supervise the information services, new technology, communication and postal services to Government ministries and departments, both locally and externally;

·        Facilitate and reduce the administrative burdens to attract investments, both domestic and foreign and promote the creation of jobs;

Job Summary:

The Projects Coordinator will work under direct supervision of the Afghan Post Director and report on his activities/accomplishment directly to the director and minister office; He/she will perform the following duties but not limited to:

·        Ensure strong coordination through establishing of a systematic approach/mechanism for smooth operation of postal projects and relevant stakeholders and support to the relevant departments/units to assure that all the relevant project activities are timely coordinated, executed and projects objectives are achieved;

·        Provide overall guidance and supervision for the project to ensure transparent, efficient and effective execution of the projects and outcomes are achieved;

·        Build a strong and committed project team and working enjoinment for exploring of creative solutions to help the Afghan Post to maintain and create a satisfactory service delivery mechanisms to the customers;

·        Maintain good relations with the internal and external stakeholders of the Afghan Post and provide necessary support to the Afghan Post departments in day-to-day routine tasks;

·        Ensure that designed projects for FY 1398 are well monitored and implemented in the time frame according to the project proposals;

·        Manage timely procurement, payment and mobilization of resources and activities, follow-up the contracts progresses and ensure timely procurement and implementations;

·        Follow-up the projects activities with the project managers, teams, MCIT internal departments, Ministry of Finance and other relevant stakeholders;

·        Prepare project proposals, briefings and progress reports to the Minister office and other stakeholders on regular basis;

·        Design reporting mechanisms for the Afghan Post and projects and ensure that all projects reports are coordinated and submitted to the Afghan Post director and other departments on time basis;

·        Provide administrative support to the project managers and teams to ensure that the project deadlines are met according to the work plans of the project; 

Any other duties assigned by the Afghan Post director.

Education:

  • Advance University Degree (Master’s or bachelors) in business administration and management;

Experience:

  • With master’s degree 5 years of experience and with bachelor’s degree minimum 7 years relevant professional experience is required with government or international agencies.

Skills & Competencies:

  • Experience in public finance management, budgeting, HR, procurement considered as an asset;
  • Experience and knowledge of proposal writing, policy development and analysis;
  • Ability to provide vision, anticipates problems, and offer problem resolution;
  • Ability to plan, develops, and evaluates programs;

Language Requirements:

Fluency in English, and proficiency in Pashto and Dari.
