Background:
EGRC-II is USAID on budget funded project based on milestone in the premises of MCIT and this center became as a source of technical expertise and skills, advice and guidance for development and deployment of E-Government in the ministries and provide timely, high quality advice and technical expertise to Government of Afghanistan (GoA) for design and development of the E-Government program as a whole and for specific projects within it. The Centre will also provide services to donor supported projects and other agencies of the government at the central and provincial levels in the development and deployment of ICT for governance and development including training and capacity building in the agencies and in the development and implementation of E-Government projects in various application areas.
Services to be rendered by the E-Government Resource Centre can be classified into the following major categories:
- E-Government Consulting and Advisory Services
- E- Government Human Resource Capacity Development
- E-GIF Implementation and IT standardization Services
- Information Technology and electronic government Audit
Objective:
The aim of this post is to supervise and monitor the development including the roles and regulation related to postal services in Afghanistan.
Detailed tasks include:
Policy
- Preparation of work plan in respect of strategic objectives of MCIT
- Modernization of postal services in Afghanistan.
- To integrate new services in the postal existent services.
Guidance
- Close consideration from various postal departments in Kabul and provinces.
- Leading all postal operational activities.
- To ensure the implementation of international postal standards.
Technical cooperation
- To create a close cooperation & synergy with postal existent services.
- To extend the range of postal services & enhance the quality of traditional postal services.
Financial
- To increase the revenue generated by postal services.
- To make sure that the revenue generated by is credited to the relevant bank account.
Supervision
- To adapt international standards in the postal sector.
- To closely monitor the various departments of post in the center and provinces.
Coordination
- To actively participate in international conferences related to post.
- To create good relation with international postal union.
- To establish good relation with postal institutions in the region and beyond.
Capacity Building
- Flotation of internal postal training programs within the country.

Executive activities
- Reporting on adoption of operational plans.
- To evaluate personal performances in respect of given plans.
- To adopt all laws, regulations, direction and work procedures in daily performances.
Deliverables and Reporting Requirements:
- Monthly Reports are produced to E-government Director.
- All reports are submitted in good order and within set deadlines.
- The post Modernization consultant reports directly to E- Government Director.
Qualification and Skills Requirements:
- Bachelor degree in Law, public administration, or any other related field, preference will be given to master degree.
- 3 to 5 years of relevant experience in the area of postal traditional & modern services.
- Well known with postal electronic specific system & their utilization.
- Management skills.
- Planning & reporting skills.
- Communication and coordination skills.
- Ability of innovation.
- Required language skills: Good understanding of the local languages (Pashto and Dari) and fluency in English language( (Communication, Reading and Writing)
