Organizational Context:

The Mandate of Ministry of Communication and IT (MCIT) are to Provide high Quality Communication, IT and Postal Services for the Afghan People at Affordable prices. The Ministry has been Actively Advocating for a Positive change in the Society by Connecting the Afghan People to Knowledge and Resources, which will enable them to Improve the quality of their lives. The Afghan Government aims to establish a stable and Democratic Political Environment, rule of law, and a Favorable Regulatory Environment for Business.

Vision :The vision of the Ministry of Communication and IT is to transform Afghanistan into Information Society.

Priorities of MCIT:

·         To deliver the Telecom and IT services to remote areas throughout the country 

·         To supply high speed internet to the people in Afghanistan 

·         To design, develop and deploy the technical platform of the National Identity Card (NID) and provide technical assistance to the Ministry of Interior (MoI) on the successful implementation of project"

·         To extend the fiber optic network in the country 

·         To replace the existing analogue television (TV) broadcasting systems by digital TV broadcasting systems in the country and tighten regulations for broadcasting companies 

·         To enhance the capacity of the Afghan government by introducing the concept of e-Government and encourage all the ministries to integrate ICT within their main work 

Functions / Key Results Expected:

Job Description:

·   Managing the network team, multiple locations with close co-ordination of Service providers

·   Communicate with other teams at both a technical and non-technical level 

·   Participate in planning and prioritization of features, represent the NiXA team at monthly prioritization meetings with planning and updates

·   Works with clients (remote and onsite) to evaluate and solve advanced technical issues

·   Leads complex troubleshooting efforts and root cause analysis and implements solutions with minimal supervision

·   Supports system installations, upgrades and other maintenance activities for clients

·   Reviews client environments and proactively plans and implements changes to reduce problems

·   Establishes and maintains working relationships with a wide variety of clients

·   Creates and updates documentation

·   Provides first class customer service

·   Plan, implement and maintain data communication networks, Internet and firewall equipment.

·   Ensures the availability of the corporation’s worldwide network architecture

·   Design network operations and resources by translating requirements into hardware/software recommendations

·   Monitor and analyze network health and bandwidth utilization; makes recommendations upon analysis to ensure cost-effective communication environment solutions;

·   Manage network performance by conducting capacity planning, network modeling, traffic analysis, forecasting, and provisioning;

·   Maintain data communication networks, Internet and firewall equipment.

·   Assist with escalated helpdesk networking issues.

·   Monitor quality of ticket handling and closure processes to ensure a high level of service is maintained

·   Maintains and continuous improvement of processes, standards, policies, working methods, and tools using ITIL best practices

Recruitment Qualifications:

Competencies:

• Knowledge of Internet Exchange points and WAN Technology
• Knowledge of BGP and Routing Protocols is mandatory
• Experience with monitoring, visualizations, troubleshooting, and actionable event correlation is a plus.
• Business Continuity and Disaster Recovery experience is mandatory
• Ability to prepare plan for organization or department and responsibility of managing financial, HR and technical fields.
• Ability to prepare documents in the technical fields and to represent from it in related meetings.
• Contributes to the development of organizational strategies and implement them across the division or organization/ project.
• Ability to taking the required decisions, planning and finding solutions for various problems and challenges.

Qualifications:

·         Degree in Computer Science, Master Degree in Computer Science is preferred.

• With Bachelor degree 7 years and with Master Degree 5 year’s relevant technical experience is required.
