Background:

EGRC-II is USAID on budget funded project based on milestone in the premises of MCIT and this center became as a source of technical expertise and skills, advice and guidance for development and deployment of E-Government in the ministries and provide timely, high quality advice and technical expertise to Government of Afghanistan (GoA) for design and development of the E-Government program as a whole and for specific projects within it.  The Centre will also provide services to donor supported projects and other agencies of the government at the central and provincial levels in the development and deployment of ICT for governance and development including training and capacity building in the agencies and in the development and implementation of E-Government projects in various application areas.

Services to be rendered by the E-Government Resource Centre can be classified into the following major categories:

  1. E-Government Consulting and Advisory Services
  2. E- Government Human Resource Capacity Development
  3. E-GIF Implementation and IT standardization Services
  4. Information Technology and electronic government Audit

 

 

Objective:

The process of developing a draft Monitoring and Evaluation (M&E) Plan should be one that is formulated and lead by the MCIT, although it may be useful for an outside consultant with expertise in M&E planning to serve as a facilitator.  This document will lay out the following information.

 

Detailed tasks include:

  1. Description of the goals and objectives of the M&E Plan with regards to e-Government implementation plan and strategy.
  2. Description of what aspects of e-government within GIRoA the M&E Plan will cover (e-Government data, ITIL standards, legislation, training needs, the inclusion of women in staffing and training initiatives, how e-government is promoting transparency within GIRoA ministries, notably MCIT, through the provision of annual budgets and budget execution reports on public websites etc.
  3. List of all objectively verifiable indicators that will be used to track performance based on the e-Governance goals and objectives established by MCIT, including specific indicators with targets for the staffing and training of women.
  4. Description of e-Government performance targets that will be monitored by the above named objectively verifiable indicators.
  5. Description of the roles and responsibilities of the implementation of the M&E plan.
  6. Description of the major assumptions upon which the M&E plan, including targets and long-term objectives, is based.
  7. Description of the need for the 3rd party evaluator to include and assessment of MCIT’s progress to date on implementing its procurement improvement plan and financial management improvement plan (Year 1 Milestone 1).  If e-governance consultant does not have the expertise to conduct PFM assessments, MCIT will document how an appropriate third party evaluator will be procured. 
  8. Description of the procurement plan for a third party monitoring detailed in the M&E plan.
  9. Contribute to the preparation of annual and quarterly work plans.
  10. Act as a facilitator or trainer in areas of his/her knowledge as required.
  11. Other duties as required by e-Gov Director &EGRC-II Project Manager

Duration and duty station for the assignment 

The assignment must be completed within a period of 6 (six) month. The assignment will be remote, with travel to Afghanistan once or twice. The methodology proposed by the International Consultant should clearly specify how the remote work will be managed, and define the necessary travel.

 

Competencies:

 

  • Strong reporting, communication, documentation and presentation skills;
  • Strong analytical and research skills;
  • Good Team player;
  • Ability to work with multiple partners and stakeholders;
  • Knowledge of best practices in monitoring and evaluation of projects related to ICT or similar projects an asset;
  • Outstanding networking, team-building, organizational and communication skills;
  • Ability to meet deadlines and work under pressure.
  • The logical framework approach and other strategic planning approaches.
  • Planning, design and implementation of M&E systems. M&E methods and approaches and data/ information analysis.
  • Technical report writing skill and a high-level of computer literacy.
  • Good knowledge and experience in reporting, analysis, legal and management issues preferably in government sector.

 

Deliverables and Reporting Requirements:

  • Reports are produced to e-Gov Directorate, EGRC-II project and donor;
  • any updates are prepared and submitted with Donor when required;
  • All reports are submitted in good order and within set deadlines
  • A review and analysis of best practices of monitoring and evaluation frameworks of similar projects.
  • Results monitoring matrix, including SMART indicators, targets, and means of verification for all indicators and data collection tool for the baseline information

Qualification and Skills Requirements:

  •  University degree in Business Administration, ACCA, FIA, CIA or a closely related field (Master Degree is preferable )
  • 4 year of work experience in Business Administration and preference will be given to those who worked in Afghanistan and central Asia
  • Proven experience in planning and implementation of M&E systems.
  • Proven experience in providing training on implementation of M&E systems, ideally including remote training.
  • Proven experience in similar assignments in the Afghanistan and Central Asia Region.
  • Demonstrated ability to work in an independent manner; ability to organize work efficiently and deal with multiple tasks.
  • Experience engaging with stakeholders, and working with diverse partners.

 

Language:

 

  • Fluency in spoken and written English is a requirement. Pashto and/or Dari are an asset.

 

Fees and Schedule of Payments:

 

  • Payment will be done at the end of the assignment upon satisfactory completion of deliverables
