The Ministry of Communications and Information Technology (MCIT), Islamic Republic of Afghanistan has received financing from the World Bank towards the cost of the ICT Sector Development Project amounting to an estimated cost of 50 Million USD and intends to apply part of the proceeds for Consultancy Services by a Firm/Organization/Company (hereinafter called the Firm). The services include Preparation of National ICT Policy Document for Islamic Republic of Afghanistan.  These Services will be provided to Director General of ICT in MCIT-Kabul, under the World Bank funded Project of MCIT “Afghanistan ICT Sector Development Project”

To analyze the best international practices , with a view to assess their  suitability for adoption/implementation in Afghanistan’s ICT Sector Scenario and recommend the most feasible approach to develop the ICT Policy, Procedures, Rules and Regulations for the efficient growth of ICT Sector of the Country.

   To prepare a report on the existing Strategies and the Development Objectives of the Government and assess suitability of the ICT tools for achieving the Sector Objectives of the Country.

To prepare Draft National ICT Policy Consultative Paper and hold consultations with the Stakeholders of the ICT Sector in Afghanistan.

 To prepare the draft ICT policy, circulate it for inputs and then finalize the Draft National ICT Policy Document for submission to the Government for approval.

To prepare the relevant Procedures, Guidelines, Rules and Regulations to be used by DG-ICT of MCIT and ATRA to monitor and evaluate the growth of ICT Sector in Afghanistan
