MCIT's Press Release on Selection of Contractors
For
World Bank funded OFC Projects of MCIT,
under Afghanistan ICT Sector Development Project
Without doubt, ICT has a valuable role in our daily life. Communications is an important bridge among community members. It has a direct impact on community to facilitate each person in the globe.
With Communications and IT the World became with a small village, fortunately Afghanistan is also a part of the village and tries to take active role in it and expand the cervices to each curve of the country.
The Islamic Republic of Afghanistan had a big revolution in the last decade
received a Grant of 50.00 Million USD from the International Development Association (IDA-The World Bank) in June, 2011 for Afghanistan’s ICT Sector Development Project[ Project-ID: P 121755; Fund Code: IDA-H-665-AF]. The Project Period as given in the Finance Agreement between the World Bank and the Islamic Republic of Afghanistan is five (05 years) with effect from 14th June, 2011.
1) In the Procurement Plan of the ICT Sector Development Project, an amount of 27.00 Million USD has been allotted to Expanding of Connectivity, which is planned to be spent to connect Bamiyan, Daikundi, Chagcharan, Takhar and Badakshan Provinces(including 13 Districts on both the Routes) by Optical Fiber Cables(OFC) with the existing OFC Ring of the Country. For this OFC Connectivity of the Provinces(05) and the Districts(13), Procurement has been planned to be done under three Packages as under:
a) Package-A(Estimated Budget=6.25 Million USD): Supply, Installation, & Commissioning of SDH Systems, DGs, ACs, Vehicles, and other Goods for Expanding Optical Fiber Cable based backbone connectivity to connect Central and North-Eastern Provincial Capitals and Districts of Afghanistan.
For this Package, MCIT received many Bids and the Lowest Qualified Bidder (ZTE-China) has been awarded the contract.
b) Package-B(Estimated Budget=15.00 Million USD): Supply, Installation, & Commissioning of Optical Cables, Ducts and other OSP Items/Field Services to connect Bamiyan, Daikundi, Ghor and 10 Districts on the Central Route of the Country.
Ten Districts to be connected on this Route are:
---Shinwari---; ---Siyagard---; ---Shekh Ali---; ---Shibar---; ---Yakawlang---; ---Panjab---; ---LalWaSarjangal---; ---Dawlatyar---; ---Waras---; ---Shehristan---
For this Package, MCIT received many Bids and the Lowest Qualified Bidder (Gulf Homebase International Construction Company (called GHICC) of Afghanistan, in Joint Venture with Aster Private Ltd. of Hyderabad-India has been awarded the contract.

c) Package-C (Estimated Budget=5.75 Million USD): Supply, Installation, & Commissioning of Optical Cables, Ducts and other OSP Items/Field Services to connect Takhar, Badakshan and 03 Districts on the North Eastern Route of the Country.
Three Districts to be connected on this Route are:
---Khanabad---;---Kalafgan---;---Kishm---.
For this Package, MCIT received many Bids and the Lowest Qualified Bidder (Rustam Haidari Construction Company (called RHCC) of Afghanistan has been awarded the contract.
