- The Ministry of Communications and Information Technology (MCIT), Islamic Republic of Afghanistan has received financing from the World Bank towards the cost of the ICT Sector Development Project and intends to apply part of the proceeds for conducting Advanced level IT Training for IT Professionals of Afghanistan. MCIT plans to train 1500 IT Professionals through this Skills Development Program during next three years.
- IT Training will be imparted at Kabul to the competent IT Professionals of the Country by three selected Consultancy Firms. The World Bank and the MCIT have selected Kardan Higher Education Institute of Afghanistan, InfoTech of Singapore and RANA Technologies of Afghanistan for imparting this Training, under overall directions of Director General of ICT Department of Ministry of Communications and IT(MCIT), at Kabul-Afghanistan.
- This program will provide graduates with an opportunity to improve their skills and become ‘industry-ready’ through training in technical, business, and other ‘soft’ skills (e.g. communications, workplace etiquettes etc). This approach will ensure that there is a tight integration between ongoing academic programs and industry requirements.
- This activity will support MCIT’s approach to build much needed sector skills through partnerships between MCIT and higher education and technical training institutes, in close coordination with Ministry of Higher Education. MCIT and three selected Training Institutes (KARDAN, INFOTECH and RANA Technologies) will competitively select the IT Professionals for this Training. Selected Training Firms will train recent and soon-to-be ICT graduates and also selected government staff selected through a competency assessment. Trainers from Higher Educational Institutes will also be trained under the program as part of a train-the-trainers program. Upon completion of the training, students’ competency will again be tested to verify the performance of the training program and to identify employable graduates for Afghan IT firms to hire.
- The following are eligible to undergo the Training Course:
- Final year students(14th Class) of ICT related University Degree Courses;
- Recent University level graduates of Engineering and Technology Programs;
- Higher Education level ICT related Teaching Faculty of Higher Educational Institutes;
- Qualified IT Professionals who have Microsoft, Cisco or Oracle certifications;
- Qualified IT staff of the Government (to be selected by DG-ICT of MCIT).
- An approved competency assessment for entry (written test + interview) will be administered by all the three Training Firms to select trainees for the program.
- Training will be delivered by the Training Firms based on the curriculum as approved by MCIT. Trainees will be able to gain skills across multiple themes. Trainees will receive a certificate, potentially endorsed by MCIT, upon completion.
- Each Training Firm will train 150 selected Students in the following Themes, during 3 months Course, with at least 04 teaching hours per Trainee per day. Training will be imparted by each Firm to each Trainee on the following Themes:
- Software skills: Database development and maintenance (including Oracle); Data recovery; Mobile applications;
- Hardware skills: Networking and related certifications; Computer assembly and maintenance; Trouble shooting, repairs;
- Internet technology skills: Website development; E-portals and services; Cyber Security; Network monitoring;
- Soft skills: Communication Skills, Interpersonal relations, Business and entrepreneurial skills.

- Training Firms will also provide assistance to find employment for trainees who graduate including through job fairs and matchmaking. Government officials and teachers are expected to return to their employers and will not be eligible for this employment related support.
- Training Firms will also assist students to secure regional or global certifications (Microsoft Certification, Cisco Certification and Oracle Certification).
