1.      Background

 

Ministry of Communications and IT (MCIT) aims to provide high quality Communications, IT and Postal Services for the Afghan people at affordable prices. The ministry has been actively advocating for a positive change in the society by connecting the Afghan people to the knowledge resources, to enable them to improve the quality of their lives. The vision of the Ministry of Communications and IT (MCIT) is to transform Afghanistan into an Information Society.

EGRC project is funded by Government of Afghanistan and established within the premises of MCIT. This center became a source of technical expertise and skills, advice and guidance for development and deployment of E-Government in the ministries and provides timely, high- quality advice, training, consulting and audit services in the area of e- government to various ministries of GIRoA on August 21, 2015. The objective of EGRC Project is to introduce streamlined, modern and effective monitoring and evaluation and enhance the capacity of Government Employees.

Professionals & University graduates can be able to perform the e-Government activities and their related mater in the straight way for the future digital needs. Whether the trainee has acquired the proposed knowledge, skills and attitudes. Contribute to the awareness of the digital society, e-Government, social and economic development goals through efficient, effective, transparent and participation of public governance.

 

2.      Objectives of the Assignment

2.1 EGRC II Long Term objectives:

Contribute to the attainment of the national security, social and economic development goals through efficient, effective, transparent and secure public governance.

2.2. EGRC II Immediate objectives:

To create capacity and provide timely, high quality advice, training, consulting and other services in the area of e-Government and cyber security to various ministries, departments and agencies of the Government of Afghanistan and donor supported development projects in order to facilitate and optimize application of information and communication technology in the public sector of Afghanistan and to catalyze e-government transformation in the country.

The intention of this assignment is to create awareness, capacity, and to catalyze the process of e governance in their respected ministries and government agencies.

 

3.      Scope of the services

This training assignment aims at establishing the basis for growing an e-Government ready culture within the Government of the Islamic Republic of Afghanistan. This training is designed for 120 faculty members of Government Universities. These trainees will become the master trainers at their respective departments at the university. This Training of Trainers is organized for 20 working days (6 hours per day), 5 working days per week and 120 credit hours per batch. Total number of batches are 6.

 

3.1. Assignment Aims:

This training assignment aims at establishing the basis for growing an e-Government ready culture within the Government of the Islamic Republic of Afghanistan. This training is designed for 120 lecturers/professors of government universities and organized for 20 working days (6 hours per day) &120 credit hours.
 

3.2. Audience:

The audience are the lecturers/professors of government universities and head of departments and directors of different government units.
 

3.3. Outcomes:

Upon completion of this package, participants will be:

·         Aware and be able to train university students on these APCICT modules: 1) The linkage between ICT applications and meaningful development, 2) ICT for development policy, process and governance, 3) e-government application, 4) ICT trends for government leaders, 5) internet governance, 6) information security and privacy, 7) ICT project management in theory and practice, 8) Options for funding ICT for development, 9) ICT for disaster risk management, 10) ICT, climate change and green growth, 11) social media for development.

·         Well informed about Specialization on IT technologies, innovation/services in public and private sector or adoption and marketing of e-government

·         Knowledgeable about User-Oriented services offered by government that are based on information and communication Technologies.

·         Well informed about the experience offered in the industry, practical research and project work already during studies.

·         Will be able to understand areas closely related to “e-state technologies laboratory” offering trainees a possibility to do research on e-governance field and take part of new development projects as well.

·         Aware of the main e-Government concepts, being able to critically reflect upon them.

·         Able to know about Applications of ICTs in development like, ICTs and peace, Education, economic growth, Health, Disaster risk Management, poverty reduction and ICTs in Government and Governance.

·         Informed about typical e-Government architectures.

·         Well informed about Framework of e-Governance Concepts and Principles Like Implementations and types of e-government applications.

·         Able to define, map and refine e-Government related processes.

·         Well informed about Information Security Policies and Globalization.

·         Familiar with the principles of interaction design based on e-Government process models.

·         Capable of translating e-Government process models into refined prototypes.

·         Well informed about ICT Project Management, Human Resource and Stakeholder Participation.

·         Knowledgeable about Project Initiation, Planning and Scope Definition: Discipline, Issues and Practices

·         Well informed about Options for funding ICT for development.

·         Well informed about Social Media and Governance, Digital branding in ICT perception and Cyber Legal Systems/Cyber Law

 

3.4. Language:

Medium of training will be a local language and could be English depending on participants demand.

 

3.5. Modules and Topics:

The deliverables are imparting training to 120 selected public universities lecturers on topics as described under scope of work Para Annex, Terms of Reference.

 

4.      Invitation for Expression of Interest

Ministry of Communications and IT (MCIT), GoIRA, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services described under paragraph 3 above. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

 

5.      Qualification Requirements/Short listing Criteria

The short listing criteria are:

  • The consultant shall demonstrate having sound financial situation and capacity by submitting financial audit report or verified tax declaration form with annual turnover of at least US$ 250,000.00 for any of the last 3 years through their relevant and related Consultancy Services in IT and e-Government Services Fields.
  • The consultant shall also provide proven experiences of having executed at least one  contract of similar nature during the last five years, (each) with the value of minimum US$ 270,000.00. 
  • Organizational Structure
  • Manpower with qualifications, technical and professional competence necessary for successful implementation of the assignment (the individual expert’s bio data is not required)
  • The consultants should provide a valid copy of the certification of incorporation/ business license in its EOI.

 

6.      Legal References

The attention of interested Consultants is drawn to Chapter 4 of Procurement Procedure: Process of Request for Proposal, Mizan 1394. In addition, please refer to the following information on conflict of interest related to this assignment as Rule112 of Procurement Procedure: All procurement employees, Evaluation Committee, Opening Committee, Award Authorities, Members of National Procurement Commission are required, Prior to start or approval of any type of Procurement Activities; in Case of Conflict of Interest, Should declare their state of Conflict of Interest. The consultants are also required to maintain high standard ethics throughout the procurement process.

7.      Joint Venture, Consortium or Association

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. If consultants intend to associate with other firms, they are advised to clearly identify the lead partner and state the composition and nature of the association (JV/ sub-consultant) in their EOI.

In case the EOI is submitted in form of JV, each partner in the association shall meet the requirements defined in Paragraph 5 above, under the short listing criteria.

 

8.      Method of Selection

A Consultant will be selected in accordance with the Fixed Budget Selection (FBS) defined in Afghanistan Public Procurement Law and Procedures.

 

9.      Submission of EOI

Expression of Interest (EOIs) must be delivered through below emails or printed Copies in English and in any one Local Language (Dari/Pashtu), with one CD having MS-Word copy of the EOIs and the related Documents.

 

Printed Copies of the EOIs and all the Related Documents and one CD having MS-Word Copy of all the Documents should be submitted to the following Address by 21, May, 2017 (15:00 Kabul Local Time).
