·        To provide guidance and strategic direction on access to public information, postal service, telecommunication, information and communication technology and digital media;

·        To transform the existing manual, time-consuming and costly government procedures into more efficient electronic processes;

·        To facilitate the private sector development and attraction through provision of required government based services and support for ensuring their inclusion in digital economy;  

·        Facilitate digital connectivity, Internet and cost-effective access to information and communications infrastructure and services throughout the country; 

·        Promote the utilization of ICT as a cross-cutting issue in all sectors, to enhance the accelerated socio-economic growth and development through dissemination of public information and provision of innovative information and communication technologies;

·        Formulate and implement policies of postal public services, electronic public services, and information technology and communication technology;

·        To guide, deliver and supervise the information services, new technology, communication and postal services to Government ministries and departments, both locally and externally;

·        Facilitate and reduce the administrative burdens to attract investments, both domestic and foreign and promote the creation of jobs;

Job Summary:

The IFS Operational Coordinator will work under direct supervision of the IFS Project Manager and report on his activities/accomplishment directly to the IFS Project Manager, projects coordinator, Afghan Post Director and minister office. He/she will perform the following duties but not limited to:

·        Implement new processes to enhance service, improve cost effectiveness, improve quality, address service issues and implement revenue generating processes;

·        Manage customer accounts; open, close and oversee transactions;

·        Cultivate and maintain relationships with counter parties to make the most of business opportunities and referrals, and overview all sanction list for the counter parties;

·        Maintaining close postal relationships with Universal Postal Union (UPU) and other postal operators of member countries in the field of Postal Payment Services;

·        Preparing and processing of bilateral agreements with postal operators of member countries for launching of postal payment services;

·        Putting to practice Universal Postal Union acts at Afghan Post postal payment services;

·        Extracting and fixing of rates and charges applicable at postal payment services at internal and external levels;

·        Designing of development plans and projects for expanding and improving of postal payment services at int’l and domestic services;

·        Preparing and submitting of the concerned reports to top management;

·        Manage all counter parties accounts, balances and agreements;

·        Managing overall fund for the project, and making revenue stream for the department;

·        Preparing liquidity report for senior management on daily basis;

·        Taking interview from New Staff hiring to the organization and Partner with HR to facilitate talent management, performance management, and adherence to company policies and processes;

·        Executing any kind of Fx Deal with clients and counter parties;

·        Managing reconciliation team for knock off the daily IFS transaction as Debited and credited.

·        Ensures business growth by managing annual marketing and sales plan; develops and maintains business relationships with customers, and develops new business partners and alliances for the business segment or small geography Act as the liaison for enabling optimize performance, standardization and continuous improvement of service quality, product introduction, operations procedures and point of sale;

·        Support business growth through the prioritization of activities, this includes developing and gaining management approval for operations plans to support growth;

·        Develop operational procedure, Policies and standards;

·        Monitor and develop services;

·        Identify and communicate areas of improvement, take initiatives and responsibility for decisions;

·        Interact with Ministry of Finance, MoCIT official’s government regulators, auditors and other third parties on systems and records review;

·        Perform additional duties as may be required from time to time;

Education:

  • Advance University Degree (Master’s or bachelors) in Banking and Finance, business administration, economic or any other relevant field.

Experience:

  • With master’s and bachelor’s degree minimum 5 years relevant professional experience is required with government or international agencies.

Skills & Competencies:

  • Experience and knowledge of proposal writing, policy development and analysis;
  • Ability to provide vision, anticipates problems, and offer problem resolution;
  • Ability to plan, develops, and evaluates programs.

Language Requirements:

Fluency in English, and proficiency in Pashto and Dari.
