Organization Context:

The Mandate of Ministry of Communication and IT (MCIT) are to Provide high Quality Communication, IT and Postal Services for the Afghan People at Affordable prices. The Ministry has been Actively Advocating for a Positive change in the Society by Connecting the Afghan People to Knowledge and Resources, which will enable them to Improve the quality of their lives. The Afghan Government aims to establish a stable and Democratic Political Environment, rule of law, and a Favorable Regulatory Environment for Business.

Vision :

The vision of the Ministry of Communication and IT is to transform Afghanistan into technology Information Society.

Priorities of MCIT:

·         To deliver the Telecom and IT services to remote areas throughout the country 

·         To supply high speed internet to the people in Afghanistan 

·         To design, develop and deploy the technical platform of the National Identity Card (NID) and provide ide technical assistance to the Ministry of Interior (MoI) on the successful implementation of project"

·         To extend the fiber optic network in the country 

·         To replace the existing analogue television (TV) broadcasting systems by digital TV broadcasting systems in the country and tighten regulations for broadcasting companies 

·         To enhance the capacity of the Afghan government by introducing the concept of e-Government and encourage all the ministries to integrate ICT within their main work 

 

Functions / Key Results Expected:

Scope of Work:

·         To ensure that finance department and all project related transactions are in compliance with donors and MoF/ MCIT requirements and making sure that all the financial documents are coded according to MoF chart of accounts and donors guidelines.

·         Responsible for the monthly reconciliation of the project expenses with MoF/SDU AFMIS records & Project bank statement/Special Account.

·         To do regular follow up with MoF and other stakeholders and making sure that the submitted documents are under the process and do not require any further documents

·         Provide support to finance directorate and projects to maintain day-to-day financial services.

·         Classify, verify and process claims for payment, and check vouchers, prices and claims invoices

·         Assist in the preparation of cost estimates, expenditure forecast and participate in budget analysis/revision as required

·         Responsible for good maintenance of financial and administrative files and records. Ensure that appropriate financial regulations and controls are in place

·         Preparing staff monthly salaries, per diem, travel cost, allowances, incentives, and other staff claims. Monitor expenditures according to the approved budget.

·         Coding payment vouchers properly according to MoF chart of accounts and guidelines.

·         Assist the finance department of the MCIT to strengthen and improve the financial management systems. Ensuring that the financial processes are in line with the MOF requirements and is properly documented.

·         Participate in relevant meetings & may be introduced from finance department to a member of procurement committee.

·         Any other task assigned by the management.

 

Recruitment Qualifications:

Education:

  • Bachelor’s degree in, Business Administration, Economics/ Finance or public Administration. Master degree is preffered.

Experience:

  • With master’s  degree 3 years of experience and with bachelor’s degree 4 years of relevant experience is required;
  • Relevant professional experience in the field of public financial management.
  • Demonstrated experience of conducing budget analysis on central and/or provincial level;
  • Knowledge and expertise in data analysis and presentation;
  • Proven leadership and managerial skills;
  • Strong written and oral communication skills in English;
  • Ability to coordinate a team and different stakeholders in a complex work environment.

 

Language Requirements:

  • Fluency in English, and proficiency in Pashto and Dari.
