The Afghan Government aims to establish a stable and Democratic Political Environment, rule of law, and a Favorable Regulatory Environment for Business.
Based on the Afghan Government Telecom Service Fee law, all telecom services are subject to 10% service fee. In order to implement the law MOF, MCIT and ATRA have been assigned the task to establish a Real Time Data Management System for the purpose of transparency in controlling the 10% Service Fee deduction and collection throughout the country and to report ICT sector revenue.
The System should have online interface with all operators to get the VC recharge/any recharge message from Operators Billing, Core,VAS systems whenever subscriber do top-up or recharge then operators systems should also send online message to RTDM /RA System.

 

Job Summary

The system integration expert is responsible for interconnectivity and integration of systems within the realm of RTDMS and other stakeholders. The expert will integrate the existing systems and may design/develop APIs for integration with new systems. Also, the kiosk interfaces will be designed and developed by the expert as per the requirement of the RTDMS. Realizing that the expert has good knowledge in software requirement gathering and software engineering, he will work together with software development team to interconnect and integrate the systems as needed.

Duties and Responsibilities

• Provide technical expertise and recommendations in assessing new initiatives to support and enhance the RTMDS systems. 
• Develop, test, and deliver new and expanded Information Systems interfaces utilizing sound project management procedures. 
• Work as a team member with other technical staff to ensure connectivity and compatibility 
Between RTDMS and other stakeholders systems.
• Good understanding of kiosk interfaces design, development and implementation.
• Make sure that all interconnected systems are function and up to date.
• Develop integration APIs by studying information needs; conferring with users; studying systems flow, data usage, and work processes; investigating problem areas; following the software development lifecycle.
• Execute full software development life cycle (SDLC)
• Integrate software components into a fully functional software system
• Troubleshoot the integration or interconnectivity issues between multiple RDBMSs
• Comply with project plans and industry standards 
• Protects operations by keeping information confidential.
• Communicate the relevant system integration matters with external consultants and stakeholders
• Develop and maintain services used in application integrations.
• Design integration solutions and document the design in accordance with best practices.
• Work with development teams to architect, design, build, and implement application integrations.
• Develop and maintain data integration components such as SQL queries, stored procedures, data extraction and cleansing, and integration with system front end components.
• Write PL-SQL code to retrieve appropriate data as derived from requirements.
• Build reports and/or data extracts to support business analysis.
• Support development on resolving system defects, acting as liaison, and developing solutions.
• Coordinate directly with business users and business analyst to best understand and analyze business specifications.
• Provide technical assistance to troubleshoot and resolve integration errors.
• Document system problems and resolutions for future reference. 
• Any other related task assigned by the supervisor.

3. Deep technical knowledge of enterprise systems engineering

5. Technical coding skills with Python, C# asp.net, SQL server, Java, JavaScript, JQuery, Entity Framework 2, HTML5, CSS
6. MCSE and CCNA certifications are preferred
7. Expert level knowledge in APIs and Web Services programming.
8. Good knowledge of web sockets
9. Good knowledge of VPN configuration and data transfer over WAN.
10. Good knowledge of DFS server and replication configurations
11. System integration experience in the field of telecommunication is highly preferred.

Qualifications

1. Bachelor Degree (BSc) and at least 6 years of professional work experience in software systems engineering/development/integration, computer science or related fields with solid foundation in software systems, APIs development and relational database management systems with strong competencies in data structures, algorithms and human centered design. (Master Degree Preferred)
