The Ministry of Communications and Information Technology (MCIT), Islamic Republic of
Afghanistan has received Project Preparatory Grant/Fund from the World Bank for execution of Digital CASA Afghanistan Project and intends to apply part of the proceeds to hire a qualified Individual Consultant to work as aMonitoring and Evaluation Specialist of the Project to carry out procurement activities of project.

This Consultancy Support will be provided to MCIT at Kabul, under the Project Fund of Digital CASA Afghanistan Project.

The aim of the Digital CASA Afghanistan Project is: (i) to expand and strengthen the Regional and National level broadband connectivity based on Optical Fiber Networks; (ii) to boost up digital society and economy through e-Governance initiatives and (iii) to prepare an enabling environment and Regulation for the growth of ICT Sector in Afghanistan. The project will do so by: (a) expansion and strengthening of broadband connectivity in Central Asia and South Asia Region; (b) expansion and strengthening of national broadband connectivity in Afghanistan; (c) Commissioning of a Network called “Govnet” to connect most of the Government Offices at Central and Provincial Government levels; (d) Automation of citizen-centric services through e-Governance initiatives; (e) Automation of e-Governance mechanisms and strengthening of e-Delivery Platforms; (f) framing up of Regulations, Policies, Strategies and Policies for growth of ICT Sector.
To contribute towards achievement of some of the above mentioned objectives of Digital CASA
Afghanistan Project, MCIT has decided to avail the consultancy services of an Individual
Consultant to work as Procurement Specialist who could also build the capacity of the Procurement Department of MCIT through intensive Training Programs.

 

Job Summary

Objectives of the Consultancy Assignment: 

The objective of this assignment is to assist in managing the implementation of theProgram Managementcomponent of the «Digital CASA - Afghanistan» project in a timely, efficient and results-oriented manner and in compliance with the Financing Agreement, the World Bank rules and legislation of the Kyrgyz Republic.

The Specialist will work under the overall responsibility and supervision of the Project Team Leader (PTL).

Duties and Responsibilities

• Coordinate organization-wide efforts to ensure that performance and quality improvement programs are developed and managed using a data-driven focus that sets priorities for improvements aligned to ongoing strategic imperatives; 
• Ensure that organization-wide projects’ management and quality improvement initiatives are focused and aligned on improving operational and program efficiency, effectiveness, sustainability; participates in organizational strategic planning and provides coordination input to the development of all projects and policies related to processes’ performance and products’/outputs’ quality improvement;
• Finalizeand update periodically, as needed, in agreement with the World Bank, the M&E framework for all the activitiesforeseen under the Digital CASA-Afghanistan project;
• Periodically collect all the necessary data under the M&E framework for all the activities, which the Project Implementation and Coordination Unit implements/coordinates under the Digital CASA-Afghanistan project;
• Manage the data on project performance and coordinate the efforts of communicating to the stakeholders and the public at large the data on project performance in cooperation with the relevant personnel of the PICU; 
• Coordinate the completion of monitoring and evaluation activities, assessments performance, feasibility studies, impact evaluations, performance audits by organizing the process of data mobilization, internal organization of data collecting and submission procedure, submitting to the relevant contracted Consultants, companies, third-party evaluators, survey institutes, private and public auditing entities the synthetized data, info notes, reports on the Projects status etc.;
• Ensure needed data is collected on a timely basis, regular reports on progress are distributed, and makes recommendations for future improvements based on the data; 
• Involve in capacity building activities referring to ensuring and raising quality, performance, efficiency, sustainability of the projects PICU implements and manages;
• Elaborate periodic Progress Reports for the World Bank and the Government, including primary reports and data collection from the selected/beneficiary institutions, data processing (including automated data generated from the new systems to be installed under the projects), and insertion in general progress reports and info notes;

Skills

The Consultant should submit reports as requested to the Project Team Leader (PTL)of the World Bank funded Digital CASA Project.
This is a full-time assignment expected to commence in December 2017. The contract, envisaged as a long-term position, will be signed for an initial period of 6 months with a probation period of three months, during which the contract can be terminated. The contract can be extended beyond the original term subject to the specialist’s satisfactory performance and availability of funds.
The Consultant will be paid on monthly basis as per the government rules.
Support that will be given to the Consultant at Kabul:

MCIT shall provide the following support:
• A suitable working space inside the MCIT Complex.
• Internet connectivity in Office.

Qualifications

The Consultant should have the following qualifications and experience:

• Citizen of Afghanistan;
• University degree in political and administration sciences, economics, business administration, finance, ICT, or other related fields;
• At least 3 years of professional experience relevant for the position in the World Bank projects or other donor funded projects;
• At least 3 years of work experience in Monitoring and Evaluation sector would be an advantage;
• Proven ability to review and prepare technical documentation in English language; 
• Excellent analytical and communication skills;
• Good interpersonal skills, ability to work independently as well as effectively with others in a teamwork environment;
• Excellent monitoring and evaluation skills with an ability to think strategically and meet deadlines are a must. 
• Demonstrated work experience in undertaking similar assignments and ability in drafting reports, coordinating data collection efforts etc.
• Experience in coordinating the implementation of projects/packages referring to survey, studies, assessments performance;
• Computer proficiency (Windows, MS Office, Internet Explorer).
• Ability to work independently as well as effectively with others in a teamwork environment;
• Fluency in English and in one of the national languages (Dari or Pashto) and good reading, writing, listening and speaking skills.

Interested Consultants must provide information indicating that they are qualified to perform the services (CV, Brochures, Description of similar assignments, experience in similar conditions and availability of appropriate skills etc.). 
A Consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January, 2011 edition).
