About Ministry of communication and IT:
The Ministry of Communications and Information Technology (MCIT), Islamic Republic of Afghanistan has received grant from the World Bank for Digital CASA Afghanistan Project and intends to apply part of the proceeds to hire qualified International Individual Consultant to work with Digital CASA Project Implementation Unit (PIU) to carry out the relevant assigned tasks.
This Consultancy Support will be provided to PIU/MCIT at Kabul, under the Digital CASA Afghanistan Project.
The major aims of Digital CASA Afghanistan Project are:
(i) To strengthen the Regional and expand National level broadband connectivity based on Optical Fiber Networks
(ii) To boost up digital society and economy through e-Governance initiatives
(iii) To prepare an enabling environment and Regulation for the growth of ICT Sector in Afghanistan.
The project will do so by: (a) strengthening of broadband connectivity in the region; (b) expansion and strengthening of national broadband connectivity in Afghanistan; (c) Commissioning of a Network called “GovNet” to connect some of the Government Offices at Central and Provincial Government levels; (d) Automation of citizen-centric services through e-Governance initiatives; (e) Automation of e-Governance mechanisms and strengthening of e-Delivery Platforms; (f) framing up of Regulations, Policies, Strategies and Policies for growth of ICT Sector.
To contribute towards achievement of some of the above mentioned objectives of Digital CASA Afghanistan Project, MCIT has decided to avail the consultancy services of an Individual Consultant to work as International Senior E-Government Expert with Digital CASA PIU for successful implementation of the project.
Job Summary:
The consultant will work under the guidance of the Digital CASA Project Director. He/she will also provide advisory and supportive role to the Ministry in the related field in efficient and effective manner

Skills Description:
In-depth technical knowledge of Portal platforms.
In-depth technical knowledge of application platforms for mobile services.
Knowledge of E-Government Program/Projects design and implementation.
Knowledge of E-Government Policies, Strategies, Plans
Knowledge of E-Government programs in other parts of the world
Knowledge/Expertise in the field of ICT4D
International Trainings/Certificates in related fields will be an advantage

Note: Preference will be given to those candidates who are equally qualified and willing to spend all of his/her time at MCIT Kabul Office during the tenure of this consultancy assignment.
Language Requirements:
Fluency in English is required.
Deliverables:
The Consultant should submit monthly and ad-hoc reports to the Project Director of Digital CASA to reflect the assigned tasks and accomplished activities.
Payment schedules:
The Consultant will be paid on monthly basis, after submission of his monthly Invoice, the Attendance Sheet of the month and a brief Progress Report, all in English and Invoice translated to any one official language (Pashtu or Dari) of Afghanistan, duly approved by the Project Director of Digital CASA of the World Bank funded Project. Payments will be made within 45 days after the approval of invoice.
The consultant shall be paid for the days worked by the consultant from his/her own office/home or from MCIT office in Kabul.
The consultant shall be required to prepare and submit invoice with supporting documents at the end of each month, the number of days shall be calculated based on the days on which the consultant worked from his/her own office/home and those days on which the consultant worked in MCIT office in accordance with the daily remuneration rates for “Work from consultant’s office/home” and “Work from MCIT Kabul office”. The daily rates for both “Work from Consultant’s office/home” and “Work form MCIT Kabul office” shall be determined and agreed during the Contract negotiation with the consultant.
The total estimated working days per year is between 160 to 220 days. Where the consultant might be required to work 0 to10 days in a month in MCIT Kabul Office.
The number of days which the consultant is required to work in MCIT office and/or his/her office/home shall be decided through joint consultation of Project Director and the Consultant.
Support that will be given to the Consultant by MCIT:
MCIT shall provide the following support:
o A suitable working space inside MCIT Complex;
o Internet connectivity in Office.
o Transportation (soft skin vehicle) in a shared vehicle in Afghanistan
Duties & Responsibilities:
o Be the technical lead for PIU to prepare/review Technical Specifications and Contractual Terms and Conditions for:
o Establishment/Enhancement of National Portal and priority e-services
o Establishment/Enhancement of Government Cloud Computing and National Data Center Disaster Recovery
o Support to Afghanistan Cyber Emergency Response Team (CERT) at MCIT
o Assist in reviewing the technical documents and progress reports submitted by consultants responsible for technical feasibility studies for different e-Gov projects under Component No.2 of Digital CASA project.
o Review/Analyze existing e-Gov policies, strategies and plans at MCIT and advise the required changes in them
o Assist in the preparation of progress-reports, procurement plan, project implementation plan, and capacity development plans for the project
o Draft concept-notes and ideas for new e-Gov projects in the country
o Review/draft bidding documents for E-Gov projects under Component No.2 of Digital CASA project.
o Participate in the preparation of TOR/REOI, evaluation of EOIs and proposals and related reports.
o Prepare proper project tracking mechanism for e-Gov projects under Digital CASA project.
o Ensure that environmental safeguard are adhered to both by the contractors’ staff and MCIT staff during the execution of E-Gov projects.
o Propose necessary steps or measures to overcome any critical delays in project implementation.
o Ensure all legal covenants of the projects are fully met.
o Ensure effective communication and consultation with all stakeholders and facilitate the preparation of public releases for E-Government projects implementation under Digital CASA project.
o Ensure that all the project activities are carried out in accordance with the contractual obligations and the finalized PIP.
o On the job Capacity Building of PIU and MCIT Technical staff
o Carry out any other Tasks as given by the Project Director of Digital CASA Afghanistan Project.
