The Ministry of Communications and Information Technology (MCIT) of the Government of Afghanistan (“Government”) seeks to hire

 four (04) qualified individuals  to work as Incubator Management Assistants (IMAs) under Operating Cost of the PMO established for

implementing World Bank funded Afghanistan ICT Sector Development Project (ICTDP).

 

The Government of Afghanistan has obtained support from the World Bank or International Development Agency (IDA) for an ICT Sector Development Project which aims to expand broadband connectivity, mainstream use of mobile applications across the Government and develop the capacity of the IT sector to facilitate improved service delivery across Afghanistan while accelerating job creation and economic growth.   The project will do so by:

 (a) Creating the enabling environment and making strategic investments for the development of Afghanistan’s backbone and broadband infrastructure;

(b) Supporting the mainstreaming of mobile applications across Government by supporting innovations and creation of cross cutting enablers;

(c) Developing local IT infrastructure and capacity in the public and private sectors.

 

The Project has a centralized management structure.  The Ministry of Communications and Information Technology (MCIT) is the implementing agency for the project. MCIT is implementing a number of sectoral projects funded by the government and other development partners. To manage its portfolio of investment projects better, MCIT has established a Program Implementation and Coordination Unit (PICU) that the Deputy Minister (Technical) of MCIT chairs. The Directors of the Planning and Policy Department and IT Department are the core members of the PICU. The Finance and Procurement Directorates of MCIT provide support to the PICU. This is to ensure further strengthening and sustainability of program management capacity that has been developed over the last few years within MCIT.

 

Core financial management and procurement functions for the project are handled by the respective departments within MCIT.  A Project Management Office (PMO) supports MCIT in implementation of the IDA Project. PMO includes a Project Management Specialist, Head-PMO, Financial Management and Procurement Specialists/Officers, Communications Specialist, M&E Officers/Supervisors, Fiber Technology Experts/Officers/Supervisors and other Experts/Officers/Supervisors as required.   This PMO is part of the established PICU.

 

Under the Project, MCIT is running Incubator Management Program to create new Business Units in the ICT Sector. New Business Units are being imparted training on how to commence their Business Initiatives and they are also assisted by the Incubator Management Staff of MCIT to draw their own Business Plans. MCIT’s e-Governance Department will have these 04 Assistants on board to assist MCIT in running the Incubator Management Program. Main Tasks of the Incubator Management Assistants (IMAs) will be:-

  1.  To look after the administration of the Incubator Complex and the Incubates;
  2. To take care of all the technical needs of the Incubator Complex and the Incubates;
  3. To undertake aggressive marketing of the incubator’s services, attracting potential clients, and then imposing adequate selectivity to identify the most appropriate and promising clients;
  4. To manage and increase the effectiveness and efficiency of the Incubator support services with an aim to improve the growth of the Incubator business enterprises and adjusting the scope of services offered to fit with evolving client needs;
  5. To encourage participation in the incubation activities by women;
  6. To build and manage strategic stakeholder relationships with private sector, academic sector, donors and external funders/ the public sector;
  7. To assist MCIT’s Program Manager in meeting the strategic objectives as defined by the Government from time to time through follow up analysis and engagement with stakeholders and being accountable for good governance practices;

Now, through this Request for Expressions of Interest (REOI) to the interested Individuals, MCIT intends to hire four (04) Incubator Management Assistants to assist MCIT in running the Incubator Management Program effectively and efficiently.

Qualification Requirements for Incubator Management Assistants:

  • Degree in IT or Business Administration or any other ICT related Discipline.
  • Experience: 3 years of work experience(after Degree) in ICT Sector or any Business Development Discipline.
  • Language skills: Fluency in English and Dari or Pashto (reading, writing and speaking).
  • Good presentation skills.
  • High integrity and accountability, good team work spirit.
