Organization Context:

The Mandate of Ministry of Communication and IT (MCIT) are to Provide high Quality Communication, IT and Postal Services for the Afghan People at Affordable prices. The Ministry has been Actively Advocating for a Positive change in the Society by Connecting the Afghan People to Knowledge and Resources, which will enable them to Improve the quality of their lives. The Afghan Government aims to establish a stable and Democratic Political Environment, rule of law, and a Favorable Regulatory Environment for Business.

Vision :

The vision of the Ministry of Communication and IT is to transform Afghanistan into technology Information Society.

Priorities of MCIT:

·         To deliver the Telecom and IT services to remote areas throughout the country 

·         To supply high speed internet to the people in Afghanistan 

·         To design, develop and deploy the technical platform of the National Identity Card (NID) and provide technical assistance to the Ministry of Interior (MoI) on the successful implementation of project"

·         To extend the fiber optic network in the country 

·         To replace the existing analogue television (TV) broadcasting systems by digital TV broadcasting systems in the country and tighten regulations for broadcasting companies 

·         To enhance the capacity of the Afghan government by introducing the concept of e-Government and encourage all the ministries to integrate ICT within their main work 

 

Functions / Key Results Expected:

The Human Resources Advisor is accountable for the provision of high level HR advice, general support and coaching to the designated DM Admin & Finance/HR Directorate/ and employees across the ministry. The HR Advisor will also undertake HR projects and contribute to development and implementation of HR policies, procedures, programmes, CBR and other related practices.

HR Advisor will be working with HR directorate under the guidance of the Deputy Minister (Admin/Finance).

Scope of Work:

The major tasks and responsibilities that will be carried out by the HR Advisor are as follow:

·         Contribute to the development, implementation and monitoring of frameworks, policies and procedures across the full range of human resources functions and services;

·         Contribute to the development of initiatives and improvements to current practices that will foster an environment and culture that places a premium on staff development and enables staff to be motivated and supported to perform to their maximum potential;

·         Provide advice to ensure that DM Admin & Finance, Human Resources Directorate training programs, procedures and practices are effective, accountable and of high quality;

·         Prepare, implement and advise DM Admin & Finance, Human Resources Directorate and training needs assessments and capacity development of national and provincial staff;

·         Coordinate current Tashkeel proposal amended continuously according revised strategy and objectives;

·         Support Human Resources Directorate in the recruitment process, providing coaching where necessary and being a member of the interview panel for roles when required;

·         Provide coaching, advice and support to DM Admin & Finance,  directors/managers on performance planning and review and professional development processes (includes assistance with setting SMART objectives, preparing annual plans, giving feedback to staff, etc);

·         Provide advice and recommendations on disciplinary actions;

·         Assist in the establishment and maintenance of personnel administration and management systems and procedures;

·         Maintain contacts with partner agencies and others relevant government and non-governmental sectors in terms of sharing experiences and lessons learned;

·         Perform any other task assigned by the leadership of the MCIT.

 

                                                                                                    

Recruitment Qualifications:

Competencies and Required Qualities:

  • Ability to taking the required decisions, planning and finding solutions for various problems and challenges;
  • Good communication skills, verbal as well as written. An ability to communicate concisely and effectively with external, as well as internal stakeholders;
  • Team management and client relationship management skills;
  • Strong problem solving skills with the ability to understand;
  • Familiar with the quality, risk management and financial management;

Qualifications:

  • Master’s or Bachelor degree in Human Resources Management, Public /Business Administration, law or other related fields.
  • Minimum of 3 years of relevant professional experience with Master Degree and at least 5 years relevant working experience with bachelor degree is required.
  • Fluent in English, Pashto and Dari.
