Organization Context:

The Mandate of Ministry of Communication and IT (MCIT) are to Provide high Quality Communication, IT and Postal Services for the Afghan People at Affordable prices. The Ministry has been Actively Advocating for a Positive change in the Society by Connecting the Afghan People to Knowledge and Resources, which will enable them to Improve the quality of their lives. The Afghan Government aims to establish a stable and Democratic Political Environment, rule of law, and a Favorable Regulatory Environment for Business.

Vision :

The vision of the Ministry of Communication and IT is to transform Afghanistan into technology Information Society.

Priorities of MCIT:

·         To deliver the Telecom and IT services to remote areas throughout the country 

·         To supply high speed internet to the people in Afghanistan 

·         To design, develop and deploy the technical platform of the National Identity Card (NID) and provide ide technical assistance to the Ministry of Interior (MoI) on the successful implementation of project"

·         To extend the fibre optic network in the country 

·         To replace the existing analogue television (TV) broadcasting systems by digital TV broadcasting systems in the country and tighten regulations for broadcasting companies 

·         To enhance the capacity of the Afghan government by introducing the concept of e-Government and encourage all the ministries to integrate ICT within their main work 

Functions / Key Results Expected:

The RTDM Technical Head Unit will be working with the unit technical staff members under the guidance of the Project Director/ICT General Director and Minister Office.  

Scope of Work:

The major tasks and responsibilities that will be carried out by the Technical Unit head are as follow:

·         Define scope and budget of RTDMS project in compliance with approved laws.

·         Manage the planning, designing and execution of RTDMS Project. Identify risks associated with the implementation of the project

·         Plan, organize and participate in the transparent tender bidding or request for proposal processes for the selection of implementing partners for RTDMS and ensure the preparation of clear tender bidding evaluation reports. 

·         Manage and coordinate RTDMS project activities, from substantive, administrative points of view, applying strategic planning and systematic coordination of project activities.

·         Assist designing of the of RTDMS project activities. The activities include Networking, Database Development, Software Engineering, MCSE and CCNA related tasks.

·         Help in technical design and development of RTDMS implementation policies and procedures.

·         Accomplishes information technology staff results by communicating job expectations; planning, monitoring, and appraising job results; coaching, counselling, and disciplining employees; initiating, coordinating, and enforcing systems, policies, and procedures.

·         Manage day-to-day project implementation and overall coordination of RTDMS project outcomes.

·         Provide immediate training and guidelines to the IT technical units. The guidelines may include Hardware, Networking, Database, and Programming related issues.

·         If needed, involve in IT network configurations, software engineering and guide the subordinate team about sustainability.

·         Identify any support and advice required for the management, planning and control of the RTDMS Project.

·         Recommends information technology strategies, policies, and procedures by evaluating organization outcomes; identifying problems; evaluating trends; anticipating requirements.

·         Maintains organization's effectiveness and efficiency by defining, delivering, and supporting strategic plans for implementing the information technologies in the RTDMS project.

·         Ensure supervision of the RTDMS Project personnel and ensure effective communication and coordination between the Project office, MoCIT and GSM operators.

·         Provide direction and leadership in advocating RTDMS objectives and in ensuring that all involved parties are well informed about the project activities and goals.

·         Ensure the capacity building and sustainability of the RTDMS project through national experts.

·         Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional and technical meetings.

·         Ensure timely preparation and compilation of the Project Quarterly Work Plans and Progress reports and its submission to MoCIT as appropriate.

·         Ensure the quality of outputs and results with optimal monitoring mechanisms; establish effective coordination, monitoring, information sharing and reporting systems.

·         Guide and orient efforts and contributions of consultants, staff and government counterparts towards achievement of project objectives.  Mobilize goods and services to initiate activities.

·         Participate in transparent and competitive selection, recruitment, supervision and mentoring of respective project technical staff.  Ensure efficient HR management, conduct regular performance appraisal exercises for Project staff.

·         Ensure proper professional relationships with relevant national and international partner agencies, and relevant developing projects.

·         Ensure establishment and maintenance of proper electronic and paper filing systems.

·         Conduct any other task assigned by the Minister;

Recruitment Qualifications:

Competencies and Required Qualities:

• Excellent knowledge of technical management, information analysis and of computer hardware/software systems;
• Expertise in datacentre/server rooms management and data governance;
• Hands-on experience with computer networks, network administration and network installation;
• Hands-on experience with servers’ configurations (i.e. Web servers, Proxy, DHCP, DNS, DC, Failover clusters…)
• Good knowledge and understanding about GSM operators networks;
• In-depth understanding of data management (e.g. permissions, recovery, security and monitoring);
• Knowledge of software development and user interface web applications;
• Hands on experience with MS SQL;
• Expert level familiarity working with .NET languages, JQuery, HTML, Web Services, Networking (LAN, VLAN and WAN, Switches…etc), .Net Framework, JavaScript, XML, JSON, Ajax, web sockets, and other trending programs in the fields of Networking, Database Development and Software Engineering programs;
• Expert level knowledge in IIS, SSL Certificates, and Anti-bots technologies;
• Excellent analytical and organization skills;
• Good knowledge of database disaster recovery site management;
• An ability to understand front-end users requirements and a problem-solving attitude;
• Excellent verbal and written communication skills.

Qualifications:

• Master’s or Bachelor degree in Computer Science, information Technology, telecommunication or public administration with concentration in project management or in similar discipline.
•  Minimum of 6 years of relevant professional experience with Master Degree and at least 10 years relevant working experience with bachelor degree is required.
