The Ministry of Communications and Information Technology signed an agreement with the Independent Administrative Reform and Civil Service Commission and the Central Statistics Organization for implementing the new electronic system of Human Resources (HRMIS) on Tuesday, December 11, 2018. This system is a part of the GRP, which aims to regulate and electronize human resources in the government institutions. The system includes (Tashkil (structure), personnel database, recruitment, monitoring and evaluation, supervision, salary payment, capacity building) departments of government institutions and other components. Minister of Communications and Information Technology Shahzad Aryobee said that this system is built by Afghan specialists and continues to be upgraded every day, it is owned by with the implementing agency, and the Ministry of Communications Information Technology has a role only in technical part of this system. Shahzad Aryobee added: that this system is compliant with the laws and procedures of the country and has been made by experts of the Asaan Khedmat Office of MCIT and the Directorate General of Information Technology of the Ministry of Communications after a comprehensive assessment and using global experiences. The HRMIS system is capable of integrating the state agencies, which forms the basis of electronic governance. In order to develop electronic governance the Ministry of Communications and Information Technology is planning to make Intranet System or Governance Network with 9 other ministries in the next year. Also for legalization the electronic system its draft has been made and sent to the ministry of Justice for further steps.
