Background:
EGRC-II is USAID on budget funded project based on milestone in the premises of MCIT and this center became as a source of technical expertise and skills, advice and guidance for development and deployment of E-Government in the ministries and provide timely, high quality advice and technical expertise to Government of Afghanistan (GoA) for design and development of the E-Government program as a whole and for specific projects within it. The Centre will also provide services to donor supported projects and other agencies of the government at the central and provincial levels in the development and deployment of ICT for governance and development including training and capacity building in the agencies and in the development and implementation of E-Government projects in various application areas.
Services to be rendered by the E-Government Resource Centre can be classified into the following major categories:
- E-Government Consulting and Advisory Services
- E- Government Human Resource Capacity Development
- E-GIF Implementation and IT standardization Services
- Information Technology and electronic government Audit
Objectives:
The overall objective of the assignment will be the following:
- Develop Government to Business (G2B) and Government to Citizen (G2C) e-Government Services Plan
- Develop mechanism, methodology, guidelines and plan for MCIT to outsource selected G2B and G2C services through PPP
- Develop mechanism, methodology, guidelines and plan for MCIT to digitized selected simplified government services
Job Description:
Selected Consultant will provide Advisory Services for mainstreaming E-Government in Afghanistan. These Services will be not limited to but encompass the following:

Draft Government to Business (G2B) and Government to Citizen (G2C) e-Government Services Plan, may include but not limited to:
- In determining the exact nature and details to be included in the G2B and G2C service delivery, MoCIT should engage in a participatory approach with the public and private sectors. The plan should include how MoCIT will engage the public in outreach meetings/ public round tables, MoCIT’s plan to facilitate outreach meetings/ public roundtables exclusively for female citizens, women-focused civil society organizations (including women’s Shuras and Jirgas), and women-owned businesses, and how the thoughts and opinions of women on G2B and G2C will be incorporated in future service delivery.
- Develop Government to Business (G2B) and Government to Citizen (G2C) e-Government Services Plan under PPP (Public Private Partnership) modality.
- Well define mechanism, methodology, guidelines and plan for MCIT to outsource selected G2B and G2C services through PPP
- Design e-government services
- Develop mechanism, methodology, guidelines and plan for MCIT to digitized selected simplified government services
- Responsible for understanding current systems & their functional capabilities, performing business requirement and gap analysis for strategic initiatives, identifying and evaluating solution alternatives, developing high level technical designs, and preparing cost solution estimates
- Assume technical leadership role on project teams; manage and ensure successful delivery of assigned project tasks and provide guidance to more junior team members
- Provide necessary professional training and capacity building activities to EGRC and e-Government Directorate Staff.
- Submit monthly plans and time sheets to line managers and e-Government Directorate.

Perform other related duties and responsibilities as and when assigned by line managers.
Deliverables and Reporting Requirements:
- Report-1(Inception Report): To be submitted to line managers and e-Government Directorate within 3 weeks after joining the Assignment. This should include:
- Research and analysis of the best international practices on e-Government services, Government to Business and Government to Citizens services, with a view to assess their suitability for adoption/implementation in Afghanistan Scenario;
- Recommendations on the most feasible approach to review the e-Government services, Government to Business and Government to Citizens services, with a view to eliminate the monopolistic views of any one e-Government Services Provider.
- All the reports as outlined above shall:
- be written such that they stand alone, without the reader needing to refer to other documents;
- shall include a dated cover letter with the distribution list and shall note key issues of interest in the report for management’s attention;
- All the Reports (Copies) in English and Dari/Pashtu languages should be submitted to line managers and E-Government directorate.
Qualification Requirements of the Consultant:
- The Individual Consultant should have a master degree in a field related to ICT engineering, Master’s Degree in Computer Science or Master’s Degree in Business administration, G2B/G2C or equivalent is a plus from any well recognized University;
- The Individual Consultant should have at least 10 years of experience in e-Government projects and services, G2B/G2C and other relevant field.
- Understanding of perspectives of both service providers, recipients of services and businesses in the relevant sector
- The Individual Consultant should have demonstrated experience in e-Government Projects, with experience in developing Policies, Regulations for e-Government;
- The Individual Consultant should be willing to travel to Kabul (Afghanistan) for the accomplishment of this task.
Additional Requirement:
- Sound knowledge of planning, detail orientation and prioritization.
- Good communication skills.
- Excellent technological skills.
- Good knowledge of ICT law and e-Government Strategy in Afghanistan
- Good knowledge of MCIT Structure and its mission and vision.
- Good knowledge of e-Government and its services.
- Excellent verbal and written communication and presentation skill
- Ability to work as a member of a team and as an individual contributor
