Background:
EGRC-II is USAID on budget funded project based on milestone in the premises of MCIT and this center became as a source of technical expertise and skills, advice and guidance for development and deployment of E-Government in the ministries and provide timely, high quality advice and technical expertise to Government of Afghanistan (GoA) for design and development of the E-Government program as a whole and for specific projects within it. The Centre will also provide services to donor supported projects and other agencies of the government at the central and provincial levels in the development and deployment of ICT for governance and development including training and capacity building in the agencies and in the development and implementation of E-Government projects in various application areas.
Services to be rendered by the E-Government Resource Centre can be classified into the following major categories:
- E-Government Consulting and Advisory Services
- E- Government Human Resource Capacity Development
- E-GIF Implementation and IT standardization Services
- Information Technology and electronic government Audit
Basic Functions:
The expert may be involved in numerous projects within EGRC-II and other donor funded projects initiated or implemented by e-Government Directorate/MCIT. The expert may not be limited to counted tasks or projects within the e-Government Resource Centre as the department of e-Government Consulting and Advisory services has been providing e-government advisory services and technical support to numerous government ministries and agencies.
- Design and implement e-Government and IT projects based on e-Government Strategy, policies and standards
- Conducting surveys and assessment and development of strategic plans and project designs
- Have active role in BPR activities jointly with the BPR team of IARCSC
- Have active role in implementation of project plans that is already drafted by the e-Government Consulting and Advisory services department
Major Duties and Responsibilities:
Selected expert will provide below services for mainstreaming E-Government in Afghanistan. These Services will encompass the following; duties may include but are not limited to:
- Conduct assessment and review existing work processes and organization structure.
- Analyze business functional requirements to identify information, procedures and decision flows.
- Processes re-design; prototype potential solutions, provide trade-off information, and suggest a recommended course of action.
- Defining new requirements and opportunities for applying efficient and effective solutions; identify and provide preliminary costs of potential options.
- Developing and integrating process and information models between processes to eliminate information, process and redundancies.
- Identify, recommend and design new processes and organizational structures and active role in implementing new processes and organizational changes in government agencies.
- Use business, workflow and organizational modeling software tools.
- Assume technical leadership role on project teams; manage and ensure successful delivery of assigned project tasks and provide guidance to more junior team members.
- Collect information from government organizations, developing and updating content in English and local languages based on international standards, maintaining and managing Afghanistan Portal
- Support to develop implementation methodology and plan for implementing related e-services and Government to Business (G2B) and Government to Citizen (G2C) e-Government Services Plan based on Public Private Partnership methodology.
- Support to develop media complain plan and other strategic documents as requested
- Follow up procurement process of relevant e-government and IT projects within ministry as requested
- Coordinating and implementing e-government services project in relevant government agencies
- Support to design, publish and distribute e-government literature material in government agencies and other sectors
- Conduct and organize trainings, workshops and seminars.
- Proficient in writing plans, reports and other administration activities.
- Perform other related duties and responsibilities as and when assigned by line managers
Reporting Requirements:
- Submit monthly reports and time sheet to line managers and finance manager
Qualification / Evaluation Criteria:
- The Individual Expert should have a bachelor degree in a field related to ICT/e-Government or Computer Science or equivalent is a plus (Master’s Degree is preferable);
- 5 years of experience in ICT/e-Government or in BPR.
- Excellent analytical, written and oral communication skills.
- Understanding of perspectives of both service providers, recipients of services and businesses in the relevant sector
- Must be a team player exhibiting diplomatic and decisive qualities.
- Strong organizational skills.
- Strong problem-solving skills and attention to detail is a must.
- Strong ability to juggle multiple tasks and assignments.
- Knowledge of project management, business process reengineering strongly desirable.
- Knowledge of the government agency IT management environment desirable.
