This invitation for bids follows the GeneralProcurement Notice for the Project which was published on 9 Aug 2011.
The Islamic Republic of Afghanistan has received a Grant from the International Development Association (IDA) and it intends to apply part of the proceeds of this Grant to payments under the contract for Expansion of Optical Fiber Backbone on Central Section of Afghanistan.
The Ministry of Communications and Information Technology now invites sealed bids from eligible bidders for Supply, Installation & Commissioning of Optical Fiber Cable (OFC), OFC Systems & Equipment to connect Central Provincial Capitals of Afghanistan (Bayman, Daikundi & Chaghcharan) and ten Districts(Shinwari; Siyagard; Shekh Ali; Shibar; Yakawlang; Panjab; Lalwasarjanagal; Dawlatyar; Waras and Shehrista) enroute with the existing OFC Ring Project of MCIT, as required by MCIT at Kabul, Afghanistan to connect three Central Provincial Capital Cities of Afghanistan and ten(10) Districts on the Route, with the existing OFC Ring Project of MCIT, on a single responsibility basis.
Bidding will be conducted through the International Competitive Bidding procedures specified in the World Bank’s Guidelines for the Procurements of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank, as issued in January, 2011 and is open to all eligible bidders as defined in the guidelines. The guidelines are available on the World Bank Website (www.worldbank.org). For detailed eligibility criteria, refer to the related Chapters as given in the Bidding Documents. Minimum essential Qualification requirements are as under:-
History of non-performing contracts |
Non-performance of a contract did not occur within the last five (05) years prior to the deadline for application submission, based on all information on fully settled disputes or litigation. A fully settled dispute or litigation is one that has been resolved in accordance with the Dispute Resolution Mechanism under the respective contract, and where all appeal instances available to the bidder have been exhausted. |
Average Annual Turnover |
Minimum average annual turnover of 20 Million US Dollars, calculated as total certified payments received for contracts in progress or completed, within the last three (03) years. |
Financial Resources |
The Bidder must demonstrate access to, or availability of financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet 4.2 Million USD cash-flow requirements. |
General Experience |
Experience under similar contracts in the role of contractor, subcontractor, or management contractor for at least the last five [05] years prior to the applications submission deadline. |
Specific Experience |
(a)Participation as contractor, management contractor or subcontractor, in at least two (02) similar contracts within the last five (05) years, each with a value of at least 16 Million USD, that have been successfully and substantially [eighty percent (80 % )] completed. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI, Employer’s Requirements of the Bidding Documents.(b) For the above or other contracts executed during the period stipulated in (a) above, a minimum experience in the following key activities is essential:

Interested Bidders can also collect the Soft Copies of the Bidding Documents on their Flashes directly from ARDS. Being large sized Files, Bidding Documents will not be sent by Mail.
Pre-Bid Meeting will be held on the date, time and address given below. Bidders are requested to attend and are advised to finish 100 % Survey of the Project Route and the given Communication Nodes enroute prior to attending the Pre-bid Meeting.
Bids must be delivered at the address given below at or before 14.00 hours local Kabul time on 2nd October 2011. All bids must be accompanied by a bid security of US$ 500,000 (Five Hundred Thousand US Dollars or Afghani equivalent), based on the exchange rate prior to seven days of the bid opening. Late bids will be rejected. Bids will be opened at 14.00 Hours on the 2nd October 2011 (immediately after receipt of Bids), in the presence of the bidders’ representatives who choose to attend.
