This invitation for bids follows the General Procurement Notice for the Project which was published on September 9, 2010.

The Islamic Republic of Afghanistan has received a Grant from the International Development Association (IDA) and it intends to apply part of the proceeds of this Grant to payments under the contract for Supply, Installation, & Commissioning of SDH Systems, DGs, ACs, Vehicles, and other Goods for Expanding Optical Fiber Cable based backbone connectivity to connect Central and North-Eastern Provincial Capitals and Districts of Afghanistan.

The Ministry of Communications and IT now invites sealed bids from eligible bidders for Supply, Installation, & Commissioning of SDH Systems, DGs, ACs, Vehicles, and other Goods for Expanding Optical Fiber Cable based backbone connectivity to connect Central and North-Eastern Provincial Capitals and Districts of Afghanistan (“the Facilities”). All the Equipment and the Goods as listed in the Bidding Documents of this Package will be installed and commissioned by the Bidder to connect 05 Provincial Capital Cities and 13 Districts in Central and North East Afghanistan with the existing OFC Ring Project of MCIT, as required by the Ministry of Communications and Information Technology (MCIT). International competitive bidding will be conducted in accordance with the World Bank’s Single-Stage Bidding Procedure.

 

  1. Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement of Goods, Works, and Non-consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011, and is open to all bidders from eligible source countries as defined in the guidelines.

 

Qualification requirement and important bid evaluation criteria are listed as follows:

 

History of non-performing contracts

Non-performance of a contract did not occur within the last five years prior to the deadline for application submission, based on all information on fully settled disputes or litigation.  A fully settled dispute or litigation is one that has been resolved in accordance with the Dispute Resolution Mechanism under the respective contract, and where all appeal instances available to the bidder have been exhausted.

Pending Litigation

All pending litigations shall in total not represent more than one percent of the Bidder’s net worth and shall be treated as resolved against the Bidder.

Historical Financial Performance

Submission of audited balance sheets and also other financial statements acceptable to the Employer, for the last three years to demonstrate the current soundness of the bidders financial position and its prospective long term profitability.

Average Annual Turnover

 

Minimum average annual turnover of USD 6.25 million, calculated as total certified payments received for contracts in progress or completed, within the last three years.

Financial Resources

 

The Bidder must demonstrate access to, or availability of financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet USD 1,562,500 cash-flow requirements.

General Experience

Experience under similar contracts in the role of contractor, subcontractor, or management contractor for at least the last five years prior to the applications submission deadline.

Specific Experience

(a)Participation as contractor, management contractor or subcontractor, in at least one similar contract within the last five years, with a value of at least USD 5 million, that has been successfully and substantially completed and that is similar to the proposed Goods and equipment and Installation Services. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI, Employer’s Requirements of the Bidding Documents.

(b) For  the above or other contracts executed during the period stipulated in (a) above, a minimum experience in  the following key activities is essential: Installation and Commissioning of SDH and other similar Projects related Equipment at at least 18 similar Communication Nodes.

  1. A complete set of bidding documents in English can be downloaded from the ARDS Website. Interested Bidders may also collect the soft copies of the Bidding Documents directly from ARDS. These being large sized files, the bidding documents will not be sent by electronic mail.

 

  1. A Pre-Bid Meeting will be held at Ministry of Communications and IT, Kabul, at 9.00 AM on 14 July, 2012. Representatives of Bidders are requested to attend. Bidders are advised to finish 100 % Survey of the Project Routes and the given Communication Nodes enroute prior to attending the Pre-bid Meeting.

 

  1. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the Bank Standard Bidding Documents: Procurement of Plant.

 

  1. Bids must be delivered at the office of the Afghanistan Reconstruction and Development Services (ARDS) on or before 10.00 hours local Kabul time on 31 July, 2012, and must be accompanied by a bid security of USD 150,000 (US Dollars One Hundred and Fifty Thousand or equivalent).

 

  1. Bids will be opened in the presence of bidders’ representatives who choose to attend at 10.00 hours on 31 July, 2012 at the offices of Afghanistan Reconstruction and Development Services (ARDS).
