MCIT’s Notice on Selection of Consultancy Firms for providing IT Training

Package C3.4.1, C3.4.2 and C3.4.3 of Afghanistan ICT Sector Development Project of MCIT

This is to inform all concerned that the following firms have been selected for the advertized Consultancy Assignment.  

1. Kardan Institute of Higher Education (KIHE), Parwan-II, Kabul, Afghanistan.
2.  InfoTech Global Private Limited(InfoTech), having its Group Headquarters at 3 Shenton Way, #24-05, Shenton House, Singapore 068805;
3. RANA Technologies Enterprises, having its place of business at ChorahiShaheed, Shahre-now, Kabul, Afghanistan

Details are given as under:-

1) Consultants who submitted their detailed technical and financial propossals:

Twenty two consulting firms submitted their EOIs to MCIT; out of these 22, 09 firms qualified technically. Out of these 09, the following 03 firms submitted their detailed proposals:

2) Name of the Winning Consultants: Three firms were selected to conduct the IT Training:

1. Kardan Institute of Higher Education (KIHE), Parwan-II, Kabul, Afghanistan.
2.  InfoTech Global Private Limited(InfoTech), having its Group Headquarters at 3 Shenton Way, #24-05, Shenton House, Singapore 068805;
3. RANA Technologies Enterprises, having its place of business at ChorahiShaheed, Shahre-now, Kabul, Afghanistan

3) Contract Price: Budget for 03 pilot programs by three firms (one pilot program per firm at 200,000USD per program) is 600,000USD, inclusive of taxes as applicable in Afghanistan.

4) Duration of the Contract: 03 Months training, to be completed within six month after signing the contract.

5) Summary Scope of the Contract:

• The Consultant will advertize the Training Programs(programs) widely to attract the students for the programs. The target population for these Courses would be:  (1) third year and final year university students or recent graduates of engineering and technology programs; (2) teachers in such programs in Afghanistan; and (3) with the assistance of the MCIT, IT staff of the Government. Only nationals of Afghanistan will be eligible for this training.
• An approved competency assessment for entry (written test + interview) will be designed and administered by the Consultant to select trainees for each program.  The Consultant will have to provide a competency assessment framework in its technical proposal. 
• Such a competency assessment scheme and the related documents will be approved by DG-ICT of MCIT. Training will be delivered by the Consultant based on the approved curriculum
• Trainees will be able to specialize in multiple themes. A crosscutting theme—soft skills development—will also be included for all trainees. Trainees will receive a certificate, potentially endorsed by MCIT, upon successful completion.
•  The following curriculum will be covered for 150 trainees by each firm during three (03) months of the training.

Programs:

1. Software Skills:

Database development and maintenance (including Oracle and its certifications); Data recovery; Mobile applications

2. Hardware Skills:

Networking (including for small businesses) and related certifications; Computer assemblymaintenance; Trouble shooting, repairs

3. Internet Technology Skills:

Website development; E-portals and services; Cyber Security ;Network monitoring

4. Soft Skills:

For example: Communication, interpersonal relations, business and entrepreneurial skills
