 Procurement and Supply of Additional goods for Optical Fiber Network High density Polyethylene Pipes (HDPE Ducts), Optical Fiber Cable (OFC) and Related Accessories

(IFB NPA/MCIT/96/ICB/G-1461)

 

The Ministry of Communication & Information Technology, Government of Islamic Republic of Afghanistan has received fund from World Bank under International Development Association (IDA), towards the cost for Supply of Additional goods for Optical Fiber Network High density Polyethylene Pipes (HDPE Ducts), Optical Fiber Cable (OFC) and Related Accessories REF No: NPA/MCIT/96/ICB/G-1461.

 

  1. The National Procurement Authority on behalf of Ministry of Communication & Information Technology now invites sealed bids from eligible and qualified bidders for the above contract.
  1. Bidding will be conducted through the International Competitive Bidding (ICB) a procedure specified in the World Bank’s Guidelines and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
  2. Interested eligible bidders may obtain further information from National Procurement Authority Email: zubair.majeed@aop.gov.af copied to samandar.shams@aop.gov.af  and inspect the bidding documents at the address given below from 8:00 hrs to 16:00 hrs on any working day from Saturday to Thursday.

 

  1. Qualifications requirements include

Financial Capability

The Bidder shall furnish documentary evidence that it meets the following financial requirement(s):

The Bidder shall furnish documentary evidence of their financial standing. Alternatively they shall include a letter from a reputed bank indicating their financial status which will include their ability to perform the contract of magnitude equivalent to the quoted price.

(ii)     Experience and Technical Capacity

The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):

  • Bidders must provide evidence of having executed at least one contract of supplied same or similar nature of items amounting to at least 400,000 USD within the period of last five years. The list of supplied equipment shall include:
    • Name and address of Purchaser with email address/phone no.
    • Contract number and date.
    • Equipment/items ordered/supplied with their respective quantities.
    • Scheduled delivery date and actual delivery date.
    • Details of Complaint, if any, received from the purchaser about the performance of the Equipment/items.
  1. The bids of bidders quoting as authorized distributer/dealer/reseller meeting with the above requirements in full can be considered only if:
    • The manufacturer/authorized distributer furnishes authorization assuring full guarantee and warranty obligations as per GCC Clause 28  
    • Manufacturer’s Authorization Certificate in terms of BDS, ITB 19.1(a)

  1. A pre-bid conference shall be held for Bidding Document clarifications on 14th Jan 2017 – at 10:00 AM Afghanistan Time.

Venue: Project Management office (PMO) - Conference Room at 16th Floor of the Main Building of the Ministry of Communications and IT, Kabul Afghanistan

 

8.         Bids must be delivered to the address below at or before 10:00hrs (Local time), 4th FEB 2017.  Late bids will be rejected.  Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 10:00 Hrs (Local time), on the same day.

All bids must be accompanied by a Bid Security of 10,000 USD or an equivalent amount in a freely convertible currency valid for a period of 28 days beyond the validity period of Bids (148 days from bid submission deadline date).
