Priorities of MCIT: 
• To deliver the Telecom and IT services to remote areas throughout the country 
• To supply high speed internet to the people in Afghanistan 
• To design, develop and deploy the technical platform of the National Identity Card (NID) and provide ide technical assistance to the Ministry of Interior (MoI) on the successful implementation of project" 
• To extend the fiber optic network in the country 
• To replace the existing analogue television (TV) broadcasting systems by digital TV broadcasting systems in the country and tighten regulations for broadcasting companies 
• To enhance the capacity of the Afghan government by introducing the concept of e-Government and encourage all the ministries to integrate ICT within their main work

Duties and Responsibilities

• Establish a professional and effective coordination and liaison mechanism
• Consolidate and extend relation with relevant entities also those who will be affected by project
• Ensure and to follow up the project activities in accordance to action plan prepared by both the private sector and project management unit 
• Coordinate and share the result, timelines, equipment and all project documents in accordance to the approved project concept
• Site visit, liaise as a point of contact between project unit and contractor make sure the assigned tasks are according to the plan
• Analyse and assess the project challenges and coordinate those with project team member for the solving purpose in a timely manner
• Prepare letters, inquiries and relevant project document for the next phase process 
• Organize and participate in meetings, workshops as needed
• Other tasks assigned by project manager

Skills

• Master’s degree or bachelor’s degree in Business Administration, Economic, Public Administration Law and social science
• Fluency in English, and proficiency in Pashto and Dari.
• Strong written and oral communication skills in English; 
• Ability to work in team and different stakeholders in a complex work environment.

Qualifications

• Master’s degree or bachelor’s degree in Business Administration, Economic, Public Administration Law and social science
• With master’s degree 2 years of experience and with bachelor’s degree 3 years relevant experience is required;
• Knowledge and expertise in data analysis and presentation;
• Proven communication and liaison skills; 
• Afghan government administrative procedure knowledge;
• Strong written and oral communication skills in English; 
• Ability to work in team and different stakeholders in a complex work environment. 

Language Requirements:
• Fluency in English, and proficiency in Pashto and Dari.
