Based on the Afghan Government Telecom Service Fee law, all telecom services are subject to 10% service fee. In order to implement the law MOF, MCIT and ATRA have been assigned the task to establish a Real Time Data Management System for the purpose of transparency in controlling the 10% Service Fee deduction and collection throughout the countryand to report ICT sector revenue.
The System should have online interface with all operators to get the VC recharge/any recharge message from Operators Billing, Core,VAS systems whenever subscriber do top-up or recharge then operators systems should also send online message to RTDM /RA System.


Job Summary

The Admin Specialist will be responsible for day to day administration related work of the RTDMS/RA project. He/She will be reporting and assisting the Head of Administration.

Duties and Responsibilities

• Must have a clear understanding of their employer's business objectives and be able to devise and implement policies to meet the objectives.
• Follow-up with requesting units on their procurement requisitions, ensuring that all requirements are met, up to delivery, acceptance and payment.
• Ensure proper calculation of fuel for the vehicles and generatorand proper schedule use of vehicles and timely maintenance.
• Obtaining visas, fax number and work permit for foreigner employees.
• Ensure to purchase small items upon on request for MCIT/RTDMS project.
• Keeping track of the inventory procured for the MCIT/RTDMS project concerned departments and ensures that the MCIT/RTDMS project policies are met in handing over the inventory along with regular checkup.
• Making special arrangement for meeting and conferences.
• Undertake any additional tasks and responsibilities that may be assigned by supervisor.


2.4 Competencies:

• Ability to gather data, compile information, and prepare reports.
• Records maintenance skills.

• Knowledge of office management principles and procedures.
• Skills in the use of database management, word processing, spreadsheet, and/or presentation software.
• Knowledge of human resources administration principles and practices.
• Effective verbal and written communication skills.
• Knowledge of administrative policies and procedures as applied to MCIT/RTDMS project.
• Knowledge of Dari or Pashto and English languages are required.


2.3Academic Qualifications / Required Experience:
The successful candidate should possess the following experience and qualifications:
• Bachelor degree is required in Business Administration, Public Administration.
• At least 1 years of professional experience working with national or international organization as admin officer.
